Hi,
little wonder that despite everything in favour of a Ukip win in the Police Crime Commissioner by election in South Yorkshire the antics of Ukip themselves gave Labour an open goal where Ukip gained 4.7% of the electorate’s vote about half of that of Labour with 7.4% largely due to a meager 14.9% turnout displaying contempt for a democracy which offers such low grade candidates.
Consider the fact that Ukip’s local MEP Jane Collins clearly has little control of her own behaviour let alone any qualities of leadership or ethics! This does of course ensure yet another area where Nigel farage can count on no challenge in his fiefdom thaty may damage his income stream and personal ambitions!
A party without dignity, competence, ethics, integrity, morality or ability that has failed to show any gravitas, any leadership, any intellectual ability or even any responsible, honourable EU exit and survival strategy after 21 years, with some of the most revolting people in British politics chasing any form of vulgar populism at the expense of these United Kingdoms and the hopes of Leaving_The_EU.

A Ukip MEP has been forced to apologise for apparently calling the head of a Christian charity a paedophile on Twitter.

Jane Collins, one of Ukip’s leading politicians, agreed to make a donation to the charity after she implied that Mark Russell was a criminal on the social networking site on Thursday.

Russell, who is a Labour party member and head of the Church Army charity, had posted support for his party’s candidate in the South Yorkshire police and crime commissioner byelection.

But Collins replied, telling Russell: “Yes because we’d soon stop your criminal activity. Paedos leave our kids alone. #Ukip.”

The byelection was prompted by the resignation of the Labour police commissioner Shaun Wright in the wake of the Rotherham child exploitation scandal.

Collins initially refused to apologise for her paedophile implication, saying: “It was aimed at the paedophiles not you.” But she agreed to delete the tweet because it “read wrong”, explaining: “I’m a bit hot headed sometimes.”

She later added: “I apologise for associating you with paedophiles but you’re still supporting a party that has failed our children badly.”

However, Russell said the Ukip MEP was turning her mistake into party politics and threatened her with legal action. Eventually she conceded: “I am in the wrong … I unreservedly apologise for implication.”

Russell told the Guardian the tweet was highly damaging to his work, which includes supporting vulnerable people. It was made worse because Collins’s accusation was retweeted many times by Ukip supporters, he said.

He told Collins: “I’ve dedicated my life to helping kids and your tweet was as hurtful as offensive … this is my reputation.

“I merely encouraged my fellow South Yorks residents to vote for Alan Billings, the Labour candidate.”

Russell is the head of Church Army, an evangelist charity linked to the Church of England that has the Queen as its patron. He said the MEP had offered to make a donation to the group after he threatened to sue her.

Collins’s tweet follows accusations that Ukip exploited the suffering of Rotherham sex abuse victims for political gain in the police and crime commissioner byelection. One victim denounced the party’s tactics as “disrespectful” after it launched a “1,400 reasons to vote” campaign, in reference to the estimated number of victims in the city between 1997 and 2013.

Collins did not respond to emails from The Guardian.

Hi,
this article speaks for itself and endorses numerous earlier articles I have published and comments I have made which quite clearly show that Nigel Farage seems all too willing to prostitute any principles to which he may pretend and the ethical claims of Ukip and those who support them to keeping his personal control of as much money as he can lay his hands on.
Little wonder that Nigel Farage is portrayed, on the internet CLICK HERE, as the highest paid elected politician in the world with income in excess of that of Prime Minister David Cameron or President Obama!
The value of ensuring leadership of a group and complying with the EU rules to continue it are best understood when it is realised that it is hugely valuable, having a net value for Farage to control some £17Million during this parliament!
Minded that Farage currently leads The EFDD Group and throughout the last parliament controlled the EFD Group and prior to thaty shared leadership of Hans Piers Bonde’s Group! What has happene4d to the vaste amount of money that has been under his control seems to be hugely obfusscated as Nigel Farage ensures there is absolutely no transparency in his party or his group – failing even to make it clear who actually salaries the staff be it those of Ukip, individual MEPs, the Group or somewhere else, hence for example it has been all too easy to deny employment of dubious and dishonest scoundrels like Annabelle Fuller or Mark Croucher.
Farage, who notoriously advocated in around 2005 that Ukip should ban comments about Ukip on the internet, displaying a staggering lack of understanding of the internet and the power of computers – it would seem he has also misunderstood ‘Windows’ and people pop in and out of employment windows with the alacrity of a French farce (beds also seem to be rather similar, inb the behaviour of Ukip leadership!).

Eleonora Bechis does not hold Nigel Farage in high regard. She calls him ‘a misogynist, homophobe and xenophobe,’ adding that he thinks ‘like a financial speculator’ who has adopted the ideas of the far-Right. ‘His only gift is that he is a great speaker, full of hot air.’

Harsh words. But what makes them so shocking is that this Italian MP and her Five Star party are allies of Ukip in the European Parliament.

They teamed up although Bechis believes that her party – an anti-capitalist creation of the Left founded by a radical comedian and fiercely committed to hardline green politics – is the ‘antithesis’ of Ukip.

Indeed, some of her colleagues have gone even further, saying they have nothing in common with the ‘disgusting’ British party that is rising in the polls.

Yet in Brussels, far from the gaze of their voters in Britain and Italy, the two protest parties have become partners – something that senior Five Star MP Aris Prodani admits ‘gives me the shivers’.

At home, Ukip has its first MP, Douglas Carswell, and will get its second if Mark Reckless wins this month’s Rochester by-election. Their success comes by posing as brave outsiders who refuse to play the political game, and demonstrating antipathy towards Europe.

So why has Farage joined forces with these anarchic Italians, given their policies are so at odds with Ukip’s?

After all, prominent Five Star figures have promoted gay marriage and gay adoption, sought softer immigration laws, insisted Italy abandons fossil fuels and called for part-closure of a steel plant employing 14,000 people on environmental grounds.

The answer for this strange alliance is money – lots of money, from the Europe that Ukip profess to loathe – and power.

So keen is Farage to shore up his position in Brussels and pocket millions in funding that he has jumped into bed with parties far more sinister and unsavoury than the Italians.

Ukip and Five Star are allied with a Polish party led by an offensive bigot who argues women should not be allowed to vote, says disabled people should not be seen on TV and denies Hitler knew of the Holocaust.

They are joined by a militant member of the French far Right; a party founded by Swedish fascists who wore Nazi uniforms to meetings; and a Lithuanian ousted from the presidency over dodgy dealings with a Russian suspected of links to organised crime.

Farage leads this unappealing bunch of extremists and oddballs called Europe of Freedom and Direct Democracy (EFDD) – a supposedly like-minded group of Eurosceptics.

These contemptible marriages of convenience show how Ukip behaves behind the scenes when given a sniff of power.

In the unseemly bearpit of Brussels, where Ukip has the biggest British block in the European parliament following its stunning success in May’s elections, I found Farage’s forces behave as badly as any of the others.

I saw the sordid reality behind all their raucous rhetoric – with sleazy deals, a shameless pursuit of the European gravy train and shocking sabotage of British interests to increase public support for their party.

The EFDD alliance provides Ukip with an astonishing £7.7 million in subsidies over the course of the parliament – plus an all-important front-row seat in the chamber from where Farage can launch scathing attacks on the institution and its leaders.

‘It is crazy,’ one EFDD insider told me. ‘You have some Left-wing Italians alongside all these far-Right people, grouped together just to give Nigel Farage more money and visibility. Now they are becoming even more extreme with this latest lot.’

He was referring to the Polish Congress of the New Right, a member of which has joined the alliance to prevent the EFDD’s collapse after the sudden defection of Iveta Grigule, a member of the Latvian Farmers’ Union. Her decision presented Ukip with a potential cash crisis just seven months before a critical British General Election, since European parliamentary groups must have a minimum of 25 MEPs from at least seven nations. 

Grigule quit after landing the plum post of leading a foreign delegation, prompting angry accusations from Farage that his group was being undermined by opponents. In the unseemly world of Brussels politics there is endless jostling over expenses and jollies.

The Latvian denied charges of dirty dealing. ‘I do not find it acceptable to work in a group which has achieved a state of complete isolation,’ she said.

The EFDD responded by recruiting Robert Iwaszkiewicz – a man who has ‘joked’ about beating women – from the Polish group which even the far-Right French National Front (FN) said was too toxic to join in alliance.

Farage admits its leader, a flamboyant 72-year-old called Janusz Korwin-Mikke, is ‘utterly reprehensible’. There are few people he has not offended. Women are a frequent target, since he argues they are ‘dumber than men’ and should not be allowed to vote; he has even queried rape as women are ‘always pretending that they are showing some resistance’.

He also criticised the London Paralympics, demanding only ‘healthy, strong, beautiful, fair and wise’ people be seen on TV. ‘You might as well organise a chess tournament for morons,’ he added unpleasantly.

The bow-tie wearing blogger opposes democracy, wants the European Commission turned into a brothel, seeks privatisation of all schools and hospitals, says Poland’s Jews are all communists and talks about a ‘Holocaust industry’.

Yet Farage, who once spurned an alliance with the FN because of their ‘anti-semitism and general prejudice’, has jumped into bed with these extremists, admitting he only did so because there was nobody else available.

‘I needed to form a compromise, which I did not with a party but with one MEP from a Polish party which… is not quite the kind of party that espouses views that Ukip has,’ he told listeners to his LBC radio show.

The move, instantly condemned by Jewish leaders, has thrown the spotlight on Ukip as it attempts to move from being a fringe force of mavericks and zealots to becoming a respectable political entity.

Yet as Farage enjoys the fine food and wine in restaurants such as Il Pasticcio near the European Parliament, he has been making other allies as dubious as the prejudiced Poles.

Take the Sweden Democrats, launched in 1988 as a white supremacist party. Its founders included an ex-member of the Waffen SS and a skinhead called Ulf Ranshede. Members wore Nazi uniforms to meetings, and the leader of its youth wing was arrested with a hand grenade at a Left-wing rally.

In recent years the party has sought to present a more moderate image, with a ban on Nazi uniforms while focusing more on immigration, crime and ‘the Islamisation of Europe’.

Yet one whistleblower said most members were racist, while three MPs caused a scandal after being caught on video abusing an Iraqi-born comedian. A senior member was forced to resign after saying she hoped teenage asylum seekers starve to death.

Another of Ukip’s Brussels allies is Joëlle Bergeron, 65, a stalwart of the FN since its formation four decades ago by rabble-rousing racists and anti-semites who saw decolonisation as the primary source of France’s problems.

She was elected under FN colours in May. Two days later she quit, saying the far-Right group had ‘lost its values’ in a row over giving immigrants the vote. She joined Farage’s group as an independent. Political observers believe Bergeron is flirting with the ultra-right Parti de la France, a group of traditional Catholics that calls for the assertion of French culture to ‘meet the challenge of rampant Islamisation’ and whose leader has claimed the ‘white world’ is under threat. 

Farage’s bizarre alliance also includes the former Lithuanian president, who holds the dubious honour of being first modern European leader to be removed from power by impeachment amid concerns over his ties to organised crime.

A decade ago Rolandas Paksas, a former Soviet stunt pilot, was forced to stand down after 14 months in office when his country’s parliament alleged he had violated his oath and the nation’s constitution with controversial links to a Russian-born businessman called Yuri Borisov.

He was found to have illegally arranged citizenship for Borisov, a major party donor, but was cleared of leaking state secrets to Russia.

Three years ago the European Court of Human Rights overturned a lifetime ban on Paksas running for parliament in Lithuania, saying the punishment was disproportionate.

Companies run by Borisov have been at the centre of a US criminal inquiry into illegal payments for military maintenance contracts.

The final member of the EFDD comes from the Party of Free Citizens, libertarian Czechs who are comparatively uncontroversial –although their support for decriminalising drugs might clash with the views of many Ukip voters.

When he formed this group in June, Farage said he was proud of the way they came together in the face of strong opposition. ‘Expect us to fight the good fight to take back control of our countries,’ he said.

Beppe Grillo, the Five Star leader, defended his new ally from attacks by his shocked party members. ‘He wants to control flows of immigration in Europe like us,’ he said after they met at an Indian restaurant. ‘It is not true he is a racist.’

The Conservatives have also faced flak for some of their European allies, which include anti-immigration and Right-wing parties with members holding convictions for inciting ethnic tensions and a reputation for homophobia.

But Ukip’s controversial alliance is just the later fuss to engulf its MEPs. Almost since Farage became one of the first Ukip members elected to Brussels in 1999, the party has faced accusations of milking the lavish pay and perks on offer to Eurocrats while failing to vote or stand up for British interests.

One former MEP, Tom Wise, openly boasted of ‘repatriating’ EU money to Britain – but was jailed later for two years after diverting expenses into secret bank accounts to pay for fine wines.

In the previous parliament, Farage faced internal opposition over links with groups such as the Italian Northern League, whose members have displayed racism and anti- gay bigotry.

‘I would not sit next to these people on a bus, let alone in parliament, and things have got worse since I left,’ said Mike Nattrass, a former MEP who quit the party last year. ‘Who in their right mind would want to sit alongside a party whose leader thinks Adolf Hitler was not responsible for killing the Jews?

‘It is nothing to do with policy or principle – a lot of these people do not even want to leave the European Union. It is all about keeping Nigel Farage in a position of power.’

Since the May elections, the 24 Ukip MEPs have vowed to vote more often and display more discipline. They are marshalled by Aurelie Laloux, Ukip’s French chief of staff. She and her husband, a policy adviser to the Christian Democrats EU group, earn close to £200,000 a year.

Yet I discovered that groups representing British businesses have been left dismayed by Ukip’s refusal to support national interests, such is their desire to erode support for the EU.

To give one example, nine lobbyists representing farmers and retailers met in July with Stuart Agnew, the party’s agricultural spokesman, to urge his support for an amendment to stop new red tape on food production. This measure would disproportionately hit British farmers.

Yet although Agnew is a farmer who takes European subsidies, he refused to support them and said it was not in his interests to improve the EU.

‘I was absolutely horrified,’ said Sarah Hathway, one of those present. ‘It is his job is to represent the British public but he was quite open about not representing British people who had voted for him. I found this terrifying as a British citizen, especially when they are our biggest group of MPs.’

Agnew admitted to me that Ukip refused to propose legislation. ‘We do not go to Brussels to make the European Union work better. We are the opposition.’

He insisted they represented British interests, before confessing Ukip had an internal saying that ‘bad equals good’. ‘If legislation is coming out that people will not like, that’s good for Ukip,’ he explained. ‘We feel it will push people towards voting for us.’

A Ukip spokesman denied this was official policy. But he accepted their alliances were largely marriages of convenience; indeed, he was not even aware of the background of all their partners. ‘There have always been very slimline points of agreement, such as against further deepening of the EU,’ he said.

Uncharacteristically, Mr Carswell refused to talk about his new party’s activities in Brussels. ‘I have nothing to say on this. You need to talk to the MEPs,’ he said three times, before putting the phone down sharply.

Given the nature of his new friends in Europe, perhaps this was unsurprising. It is, after all, hard to defend Ukip’s behaviour when it demonstrates all that is worst about Brussels.

Yet how hypocritical. For it is precisely this sort of shameless snouts-in-the-trough politics, seedy backroom dealing and scandalous failure to protect British interests that the party claims to be campaigning against when standing before the voters of Britain.

I rather hope Justice emerges in this case but I regret based on evidence and personal experience I have little or no faith in the police who would seem increasingly to have become a part of the enemy within, all too willing to act in their own interests and perform ‘politically’ rather than being servants of the people – where their oath of allegiance has been seemingly superceded by the dubious morality of EU politics!

Hi,
at long last, this long overdue police enquiry into the implausible allegations of Annabelle Fuller against Andrew Bridgen MP and of the theft of his Blackberry phone device his House of Commons pass and correspondence which Annabelle Fuller has already admitted to, are to be investigated by the police.
The only actual comment officially made by Ukip’s representative is clearly a lie as they try to minimise the crime and the possibility Fuller was acting in cahoots with or on behalf of Nigel Farage, for whom she has worked for many years in various positions and a widely discussed sexual relationship – in that they tried to claim this sordid event occurred ‘years ago’ implyings it was very historic when it is clearly still current and there is no statute of limitations on theft or false allegations as he would like to imply.
As followers of Ukip with any knowledge of Ukip will be aware Annabelle Fuller has a track record of dishonesty and lies that are well documented over many years, just as Nigel Farage’s infidelities and sexual daliances are also a matter of public record, many will remember his having consorted with the prostitute Liga Howells as per the story she sold to The News of The World and his sexual relationship with Auralie Laloux a member of Ukip staff
LALOUX, Aurelie 01with whom he was caught in flagrante delicto in his office. Also his long term relationship with Ms. Fuller that has led to various well documented outbursts by his current wife,

not to mention Fuller’s regular comebacks to various jobs in Nigel Farage’s gift when forced by his associates to distance her from Ukip – most notably after her breach of trust and lies regarding confidential material she placed on the internet regarding John West

whilst working for Farage/Ukip, an event which led to a dishonest letter from John Wittacker, the then party chairman,

and his resignation at having tried to cover-up the lies of Fuller for Nigel Farage.
 Why it has taken so long for the police to take steps to investigate this theft and clear Andre Bridgen’s name is a very  valid question, particularly in view of the outcome wherein the allegations were material in Andrew Bridgen’s divorce and limited contact with his children.
It seems that Ukip has friends in the police who seem to be acting for them to protect their behaviour – be that the huge amounts of money that has seemingly been spirited away or criminal acts against ‘inconvenient’ members and critics of their corruption and modus operandae!

Nigel Farage faces questioning by Scotland Yard over claims his alleged ‘mistress’ falsely accused a Conservative MP of sexual assault, The Mail on Sunday has learned.

Detectives investigating claims that Annabelle Fuller fabricated a case against Andrew Bridgen have established that Ms Fuller made phone calls to Mr Farage on the evening in question.

Mr Bridgen was arrested after Ms Fuller complained that he had groped her on the balcony of his Central London flat three years ago – but the charges were dropped shortly afterwards when Ms Fuller withdrew her allegations.

The MP for North West Leicestershire says his marriage was wrecked as a result of the case and he now has limited contact with his children.

Scotland Yard officers plan to question everyone Ms Fuller phoned during the night of June 8, 2011, including Mr Farage, to establish whether she gave a deliberately false account. There is no suggestion Mr Farage was complicit with any alleged wrongdoing by Ms Fuller, who was working as one of his aides at the time.

Ms Fuller, 32, was described as Farage’s ‘former mistress’ under Parliamentary privilege in Strasbourg earlier this year by Nikki Sinclaire, a former Ukip MEP. Both Mr Farage and Ms Fuller strongly deny an affair. Ms Fuller has since stopped working for the party.

Scotland Yard’s investigation into Ms Fuller was launched after claims made by Jasna Badzak, a former Ukip official who says she exchanged messages with Ms Fuller about the incident soon afterwards.

Ms Badzak also claims that Ms Fuller boasted to her that she had seen messages on Mr Bridgen’s BlackBerry phone from David Cameron. Ms Fuller believes Ms Badzak’s allegations are politically motivated, and insists other claims she has made about the party have proved unfounded.

Mr Bridgen, 50, was arrested after Ms Fuller told police he reached up her skirt and touched her on the bottom and leg. Shortly after, Ms Fuller claimed in a newspaper interview that she met Mr Bridgen at a Westminster pub with a civil servant, and that all three went back to the MP’s flat after midnight to continue a discussion about military charities.

Fuller ran from the property in the early hours, grabbing Mr Bridgen’s BlackBerry and Commons pass as evidence. The police were called by a security guard, which is when Ms Fuller made her allegation.

Despite charges being dropped, Mr Bridgen was asked for a divorce soon after the incident. The separated couple are embroiled in an acrimonious legal dispute while living at opposite ends of his constituency home. He has told friends he is largely estranged from his two young sons.

Asked if she wanted to explain her calls to Mr Farage, Ms Fuller declined. Mr Bridgen said: ‘It would be inappropriate to comment while a police investigation is under way.’ Mr Farage’s spokeswoman said: ‘No comment. This is a personal story from years ago.’

Hi,

as it becomes ever clearer, to the informed, that Ukip has ever more deeply significant problems beyond the sexual dalliances of its leadership in continental bordellos and employing wives and mistresses, whether past present or future, the divorce of buffoons like Roger Helmer are of little significance – with whom and where they sleep is like them, an irrelevance.

Clearly their much claimed populist positioning and mobilising of a ‘people’s army’ has all the ring of truth of scoundrels such as General Jackson, General Lord Dunat and others in trying to pretend that Britain’s folly of engagement by the self serving degenerate fool Tony Blair and the low grades he gathered around him trying to claim Britain’s involvement in Iraq and Afghanistan was other than a route, in militarty, political, economic and humanitarian terms.

Clearly it is not just Ukip tyhat is bereft of leadership and sound judgement.

Ukip however is being implausible before the even for even the poorly informed!

You will note the jingo of mobilising a ‘peoples’ army’, which has clearly stalled as shown by the failure of their Police Crime Commissioner candidate in South Yorkshire to get out any kind of vote let alone mobilise those who have not engaged politically in the past scoring a mere 4.7% of the votes of the electorate, albeit a gain on last time when Jonatyhan Arnot had a mere 16,000 or so votes, this time their candidate picked up a little by the increase of turnout from 14.5% to 14.9% and absorbing the votes of last time’s popular English Democrat candidate who did not stand this time.

Hardly mobilising a ‘peoples’ army’ though to be fair the winner with almost double the vote was the Labour candidate an Anglican priest teaching ethics at the local red brick Uni. with a meager 7.4% holding within a few hundred of the disgraced outgoing Labour incumbent; thus showing Ukip is not materially effecting Labour in their he\artlands.

Then much akin to the anti homosexual appearance of Roger Helmer’s comments and Ukip in general, particularly Nigel Farage and his close chum, at the time, Godfrey Bloom – as displayed by Nigel Farage openly denouncing Nikki Sinclaire, an openly declared homosexual subsequent to her gender reassignment, within hours of her being elected as one of his MEPs despite the fact that she went on to donate more of her own money to the Ukip cause in the following 4 montha than Farage himself has donated in 21 years!

Ukip saw a gap in the market – a new band wagon to jump on – and decided to try to increase their vote using the wide open goal and crowd from the now collapsed BNP looking for a new home by preaching a doctrine all too akin to the racist hate material published by their own MEP Gerard Batten to exploit the increase in mobility of people world wide resulting in a huge difficulty dealing with immigrants.

Ukip were dubiously backed not only by a few police officers of dubious integrity and questionable awsociates but also by a cult of extremist so called self proclaimed ‘christians’!

The mask is slipping! Part of Ukip’s propaganda was to claim that Britain was awash with immigrants but when you study the figures you find that this just isn’t true when compared witjh other countries – not wishjing to let the facts get in the way of an opportunity to make a shoddy case Ukip blamed the EU for this, yet as you will see from the facts in the chart below the argument is unsound:

It is worth noting that Ukip champions the cause of leaving the EU, which is of course a sound policy, but to do so dishonestly is to cast their future to the wind!

Were Britain to Leave_The_EU it would not make a jot of difference to our immigrant levels and the fact they site Norway and Switzerland as exemplars shows how very ill informed and dishonest they are since both countries are not only outside of the EU but also have much higher levels of immigration than Britain.

To compound their folly Ukip suggest a role model of Australia as having a much better control of immigration yet where Britain currently has some 13% of our population who are immigrants Australia stands at 27%. Meanwhile although Ukip would seem to be deriving much support and attention from the opposition wing in America where interestingly it is shown to have nearly the identical immigration level to these United Kingdoms with 41M of its 313M peoples being immigrants, thus 13%!

Ukip’s dishonesty is increasingly being seen through, not to mention the3 vile nature of many in its leadership clique and its immediate claque.

One can expect Mark Reckless to be re-elected in the upcoming by election but for the life of me I see absolutely no precedent or track record of figures to show the protest vote stands any chance of seeing him hold his seat in the upcoming General Election – the turn of the wheel  when irt comes to actual achievement in Ukip to date shows that Ukip has little hope of gaining MPs at a General Election.

One may well seek to make much of their coming second in several by elections but the difference between 2nd. and 1st. is the difference between success and failure and if they are unable to produce winners in by elections with everything in their favour it seems clear that their sole achievement in a General election will be to ensure Britain NEVER leaves the EU, by destroying what little hope we have of a Referendum and compounding the catastrophe by placing Labour in Downing Street to continue the destruction of Britain they have resol;utely achieved in every other moment of folly where they were elected!

Let us hope the public wake from their somnambulent loss of faith in democracy and return to voting rather than leaving the vote to those jumping on ill informed populist band wagons.

Some reassurance may be found that although Ukip lay claim to 40,000 members they should remember at a time when the eligible electorate was far smaller Baronet Sir Oswald Moseley built up to 50,000, largely pandering to a working-class hooligan strain exploited subsequently by John Tyndall’s National Front in the 1970s in Britain, the same grouping that  Alex Salmond endeavoured to tap into in Scotland and Adolf Hitler had successfully exploited in Germany, yet in Britain as a whole Moseley spectacularly failed in electoral achievement as did Tyndall!

Clearly Ukip has failed in domestic elections to dateand without Tory turncoats and malcontents they would be as insignificant as their natural rivals in the English Defence League, Britain First, BNP, English Democrats, Greens and Monster Raving Loonies!

Ukip having spectacularly failed to come up with any plausible and costed serious policies in its 21 years, dismissing former efforts as soon as they are shown to be, to use their own leader’s description ‘drivel’ despite his having personally been in charge of policy inventing most of it ad lib to suit occasions and having personally signed off and commended their last manifesto; being only to happy to lay the blame at anyone’s door rather than shoulder the responsibility for his own ineptitude!

It looks all too likely that Nigel Farage will be squirming around in efforts to lay the blame for Ukip’s totally inaccurate immigrant policy at someone’s door unwilling to damage his income stream and career path by accepting responsibility for his actions!

In 21 years the one policy which Nigel Farage’s party has spectacularly failed to address is a responsible and honourable EU exit and survival strategy – a concept and policy document both far from populist in its required detail and obviously far beyond his or his party’s intellectual ability to produce to date – therefore I take the liberty of putting forward a suggestion that all who genuinely wish to Leave_The_EU amongst the ranks of those who have to date been duped into supporting Ukip consider adopting minded that the ONLY route to this is via referendum which can only be achieved by holding one’s nose and voting Conservative – how so ever one might vote in insignificant protest votes pending the General Election.

To that end and to help Ukip supporters understand the importance of a responsible and honourable EU exit and survival strategy I publish below an article from another blog.

For those who want to look at it without downloading, you can access it here.The paper is edited by Vaughne Miller and she tells us that the Treaty on European Union provides for a Member State to leave the EU, either on the basis of a negotiated withdrawal agreement or without one.

If the UK were to leave the EU following a referendum, Miller says, it is likely that the Government would negotiate an agreement with the EU, which would probably contain transitional arrangements as well as provide for the UK’s long-term future relations with the EU. There is no precedent for such an agreement, but it would in all likelihood come at the end of complex and lengthy negotiations.

The full impact of a UK withdrawal, she adds, is impossible to predict, but from an assessment of the current EU role in a range of policy areas, it is possible to identify issues and estimate some of the impacts of removing the EU role in these areas. The implications would be greater in areas such as agriculture, trade and employment than they would in, say, education or culture.

As to whether UK citizens would benefit from leaving the EU, Miller argues that this would depend on how the UK Government of the day filled the policy gaps left by withdrawal from the EU.

She argues that, in some areas, the environment, for example, where the UK is bound by other international agreements, much of the content of EU law would probably remain. In others, it might be expedient for the UK to retain the substance of EU law, or for the Government to remove EU obligations from UK statutes.

Much would depend, Miller concludes, on whether the UK sought to remain in the European Economic Area (EEA) and therefore continue to have access to the single market, or preferred to go it alone and negotiate bilateral agreements with the EU.

And such is the view of a senior researcher in the House of Commons Library. It is not the definitive word by any means, but it is a contribution to a complex subject, where much debate and clarification is needed. At least, it does explore the Article 50 issue, telling us that an EU-exit would not be straightforward and would involve complex and probably lengthy negotiations over the UK’s future relations with the EU.

In so doing, several of the more egregious myths are debunked. For instance, the decision to leave, we are told, does not need the endorsement or formal agreement of the other Member States. Withdrawal can happen, whether or not there is a withdrawal agreement, two years after the leaving State notifies the European Council of its intention to withdraw.

Nevertheless, we learn, the terms of Article 50 TEU imply an orderly, negotiated withdrawal, and it is clearly indicated that transitional provisions would have to be agreed, allowing EU law and obligations to continue to apply until all loose ends had been tied up. It would not be possible to withdraw immediately from several policy areas without causing enormous disruption.

In my view, such are the complications that completion of negotiations within a two-year period is unlikely, and we could see the UK – as well as the member states – looking for an extension, before a withdrawal agreement could be finalised, with any side treaties that might be needed.

For all its utility, though, the paper has some huge gaps. There is, by way of one example, virtually no recognition of the effect of globalisation of trade, and the expanding role of international standards-setting bodies which, via WTO, are largely displacing the EU as originators of trade regulation.

In this context, a paper that talks of harmonised rules on type approval of road vehicles, that does not mention UNECE and the World Forum on the Harmonisation of Vehicle Regulations, must be considered severely lacking. There is much of the “little European” in the arguments adduced.

For the moment, though, the paper is probably ahead of the field, which means that many commentators will be struggling to catch up. It gets some attention from the advertising and merchandising conglomerate, the Telegraph Media Group Ltd, which offers a thin report, homing in on narrow FUD issues. One suspects its author lacks the intellectual framework with which to assess the paper properly.

But then, media interests have shown little ability to deal with the detailed issues attendant on our leaving the EU – and many of the commenters even less so. The House of Commons researchers are better equipped, although one has to say, not that much better. But their contributions do make a start to what is going to be a long haul.

I wonder will Channel 4 produce a realistic docudrama or just another banal pandering piece of entertainment for the unthinking masses – ‘Benefit Street comes to Drowning Street’ so to speak, a fake reality programme showing just how odious self styled un celebs are, in the main!
One wonders how Channel 4 will deal with the reality that Ukip are so bereft of experience, competence, intellect and leadership that they could barely make a match box let alone a cabinet.
The undeniable total lack of not just vision but policies that are thought through, agreed and costed showing them to be workable may also prove hard for Channel 4 to deal with.
Will Channel 4 have the integrity to tell the truth and show just how little grasp of reality and the pragmatism of politics is understood by Ukip who are largely dependent on the votes of the great mass whose slogan is ‘Why don’t they’ it will be a very different situation when they find that they have become that very ‘They’ who the were bleating about.
To deal with the populist grounding of Ukip, that same ground that has been pandered to in the past to gain votes, when there is no expectation or sense of responsibility for the implementation – such as Oswold Moseley, Adolf Hitler, Alex Salmond, Caroline Lucas, Arthur Scargill, David Icke and their ilk each being duplicitous, dishonest and populist for their own notoriety and advancement with no thought of the consequences. It is clear the closer they came to power the clearer it was they lacked the ability, integrity and responsibility required.
So very Ukip!
Bullying, abuse and bribes are no substitute for leadership, skill, vision and experience. On the point of experience I find it sad that Ukip has failed to attract anyone of noticeable caliber to its NEC or amongst its NEC – just how would they cope were they to gain any authority, let alone control of Government and Drowning Street? Looking at their leadership team I am unable to identify a single responsible individual with any notable experience – no directorships of major companies, no employers of large numbers, no experienced and notable Barristers just a collection of small business owners, a retired betting shop gambler, a book keeper, a farmer and the like.
Little wonder that with such a poor skills base they have proved so ingloriously inept in Local Government and in Committee work in the EU’s pretend parliament.

& so it goes on and they are all part of the leadership executive team of Ukip & people vote for them!
OK so Ukip voters believe that there are around 23% of the population who are immigrants when in fact the figure is 13% and they want us to Leave-The-EU and set up an immigrant policy like Australia (who by the way have around 28% of the population who are immigrants!).
With a visitor rate of around 32,000,000 a year on whom our universities, colleges and further education and our tourism industry are dependent, both huge income earners and employers, how will Ukip when it is ‘They’ who have to devise and implement policy, manage the checks and controls to keep the wheels revolving and not drive these huge areas of income into the arms of our competitors like France, Germany, Ital, Spain etc.
Just what is Ukip’s plan when they locate illegal immigrants who can not be deported as they lack recognised papers and no one will have them – just what is the plan?
Just how far will Ukip take its BNPesque racist policies:
IMMIGRATION POLICY - EUkip 01would Nazi style holding camps become the order of the day or would pragmatism take over and each illegal immigrant when found be issued with a summons to appear at Lunar House or Court in Croydon in 3 weeks time in the hope that they would discreetly vanish back into the background never to emerge as there is absolutely nothing we can do about them once her! Just as is happening now with the ‘They’ in power!
Quit The EU being supposedly high on Ukip’s proposals – just how do they intend to do this honourably, responsibly and without catastrophic consequences, we have approximately 9 days food in Britain and ALL the food we import or for that matter export is under contracts, agreements and licenses issued by The EU. Where will we get the Millions of tons of beef, pork, lamb and mutton we currently require or the 10s of Millions of chickens?
Yes we can negotiate new cotracts but not over night – also any new contracts will be bound by the same WTO regulations that the EU signed up to on our behalf and so on with every element of trade and commerce.
Without the relevant EU agreement, compliant with the WTO agreement, being in place and Britain’s signature thereto being substantive YOU wouldn’t even be able to order a pizza on the phone, in fact YOUR phone wouldn’t work, but then again nor would anybody elses! Nor of course would petrol, oil, power or the like flow and as for air travel that would become as impossible as sea travel!
The story is not as simple as Ukip would have you believe but as I said being in opposition and blaming it on ‘Them’ is easy until you become that very ‘Them’ with absolutely no responsible, honourable exit and survival plan and no worked out, costed workable policies anmd an abject lack of the intellectual power baser required to fill the shoes of ‘Them’.
Ukip to date don’t even seem able to get their heads around the need for plans, policy or strategy and resort to name calling and abuse as a substitute.
Just howmany Ukip members, and are there ANY of Ukip’s leadership team, have studied, let alone understood, even so much as FleXcit a shortcut may well be to CLICK HERE
As for money – when you note just how profligate and irresponsible Ukip are with money and how willing they are to abuse and insult in their undeniable abuse of public office and how much money has gone missing it would seem or at very best the £Millions that seem unaccounted from the public purse would anyone be so irresponsible as to give them the keys to The Treasury and control of The Bank of England!

Channel 4 will imagine a country run by Nigel Farage in a spoof documentary which will air in the runup to next year’s general election.

The broadcaster, which has previously used the mockumentary genre to put Tony Blair on trial and execute Gary Glitter, will use actors alongside real-life footage for its fictional portrayal of the Ukip leader in Downing Street.

100 Days of Ukip, a working title, will follow the trials of a newly-elected female MP in Farage’s party as she attempts to follow up its promises to create a new Britain free of interference from Europe. Channel 4 said casting for 100 Days of Ukip will be announced soon.

It will be made by Raw TV, the same production company behind last year’s Channel 4 drama documentary Blackout, exploring the effects of a cyberattack on Britain’s national grid, which also combined fictional scenes with archive material.

Tory defector Douglas Carswell became UKIP’s first elected MP in the Carswell byelection earlier this month.

Farage’s party is tipped to gain its second House of Commons representative at the Rochester and Strood byelection on 20 November following the defection of another Conservative MP, Mark Reckless.

Such has been the surge in support for Ukip that forecasts have suggested Farage could hold the balance of power after the national poll on 7 May next year.

Executive producer Richard Bond said: “With support for Ukip growing in the polls, this is timely exploration of the effect their policies might have on Britain.”

Channel 4 said the fictional documentary would “explore the effects of an imagined future in which Ukip win the general election in May 2015 [and] tell the story of how Britain adapts to a change in government policy and political outlook”.

Nick Mirsky, head of documentaries at Channel 4, said, “This is a very exciting commission from a team known for brave and thought-provoking television.”

Hi,
although ignorance of the law is ostensibly no defence and this must be considered to be particularly the case when the ignorance is displayed by those who ostensibly make the law and draw 100s of £1,000s from the public purse for legal and professional advice to have made no issue of the matter and placed a tokenry fine on Nigel Farage was probably the most sensible action on the part of the Electoral Commission.
It does seem that during the period in question Nigel Farage had no intent to defraud in this instance being a matter of a mere 30 or 40 £1,000 – he had far more pressing issues to deal with as he boasted to a Press lunch he had made a profit of around £2million on his expenses during that time and he was after all clandestinely paying his wife around that sum each year, from Ukip resources, not to mention it would seem using selected members of the Ukip & EFD the staff as publicly funded personal entertainment.
It was also during the same period thata sum possibly approaching £1Million was raised by the Ashford scam (declared by Farage to be ‘Ukip’s most successful funding scheme ever’) and that money just seems to have vanished in the ether, as with many other unaccounted sums.
I believe that a clear statement of Nigel Farage’s guilt in this instance, as was shown by the fine, was adequate and I also note acceptance of that guilt was clear in that the fine was promptly paid. This is on its own adequate pending a full forensic accounting of where so many £Millions of public money has VANISHED as is the duty of the Police and other law enforcement agencies to ensure that those in public office act in a transparent and ethical manner providing clear accounting of what happens to tax payers’ money, that of donors and the public purse – I look forward to the acquital of their duty by the Police and revenue authorities in relation to the huge area of suspect behaviour by Ukip, particularly over financial matters!
OR
Could it be that there are those in the Police, HMRC, SFO and similar bodies who have succumbed to bribes in one form or another to orchestrate a cover-up, for little or nothing seems to be being done to bring these people to justice when clearly there are a significant number of people who believe their actions to be criminal.

Nigel Farage fined £200 for breaching electoral laws

The UK Independence Party leader has been fined by the Electoral Commissoin for failing to declare tens of thousands of pounds worth of free office space.

Nigel Farage has been fined £200 for breaching electoral laws.

The UK Independence Party leader has been fined by the Electoral Commissoin for failing to declare tens of thousands of pounds worth of free office space.

The electoral watchdog found that the failure to report the “regular non-cash donation of the free use of office premises from a donor, Mr John Longhurst”.

It said: “The failure to report had been ongoing since 2001 and has been independently valued as rising from £3,500 to £3,800 per year over this time.”

Mr Farage has paid the fine, the Commission said. The Commission said that the office was for his own use.

Under the Political Parties, Elections and Referendums Act 2000 all non-cash donations of more than £1,500 must be reported to the Commission.

Although the donations had not been reported to the Commission, they had been properly reported to the European Parliament by Mr Farage.

The Commission is satisfied that there had been no intent to hide the donations.

The Commission also said that the Conservative party had forfeited a £28,000 impermissible donation from a company called Henley Concierge Limited.

A Ukip spokesman said: ​”The Electoral Commission wholly accept that Nigel Farage sought professional advice and followed it in good faith and that the use of the office was not concealed.

“They therefore concluded that Mr Farage was ‘honestly mistaken as to [his] obligations’. Nigel has paid the fine and the matter is now settled.”

Sal Brinton writes… Ukip’s hypocrisy on tackling serious child abuse issue is breath-taking

Today in the House of Lords, Baroness Joan Walmsley and the Lib Dems secured an agreement from the Government on the Serious Crime Bill, for a major consultation on introducing rules on mandatory reporting of child abuse
At our recent Federal Conference in Glasgow, Liberal Democrats passed new Party policy in support of requiring those who work with children and vulnerable adults to be required by law to report to the authorities if they have any suspicion that abuse is taking place. However, despite debates on this and other amendments concerning child abuse being debates, Ukip members of the House of Lords failed again to participate in this work.
Ukip’s hypocrisy is breath-taking. They issue a photograph of a girl with the headline ‘There are 1400 reasons why you should not trust Labour again’ in Rotherham, but their record on tackling serious child abuse issue is disgraceful.
The only record of Lord Pearson of Rannoch (the former Leader of UKIP & their leader in the Lords) asking a question on child abuse is on 13 October this year, after the Police and Crime Commissioner by-election was called.(Link here.) He has been in the House of Lords since 1990. Even this question is focused entirely on the Ukip obsession with Muslims, ignoring the fact that child abuse happens in all areas of the country and is not exclusive to any culture, community, race or religion.
And, once again, when we discussed child abuse in the Lords today, no Ukip peers were present.
But it isn’t just Ukip in the Lords. Ukip in the European Parliament abstained in a vote to strengthen legislation about sexual abuse and sexual exploitation of children and child pornography in 2011. (Link here)
Further, Winston McKenzie, the Ukip candidate in the Croydon North by-election in 2012 that gay adoption was child abuse. (Link here.) And Gordon Gillick, a Ukip Cambridgeshire councillor told a meeting of some children in care that “they were takers from the system”, wanting to know “what they would give back to society.” (Link here.) Not the party policy you want when young people in care want to report their worries.

In November 2013, senior Ukip member David Gale resigned in a high profile letter to Nigel Farage (see link CLICK HERE), citing concerns about the way that Ukip operates. The letter raises the issue that the party continues to associate with a known paedophile.None of this sounds like a party prepared to listen to the voice of children who have either been abused, or are at risk of being abused. It certainly isn’t a party who should be trusted with tackling the deep rooted problems of child abuse in Rotherham, Rochester or the country as a whole.

it is rare after so many years of blogging & following the blogosphere, to trip over a new blog which publishes material so broadly in agreement with one’s own blog!

Nigel Farage’s reaction to the UKIP Calypso coverage is gross hypocrisy

Nigel Farage has written an article on the Independent website about how the UKIP Calypso shows “how skewed people’s priorities are”. The main thrust of his point is summed up in the first paragraph:

How’s this for having your priorities in order: 1,400 young girls are groomed and raped in the North of England, and yet this week we’ve seen a stronger reaction from many on the Left to a calypso song produced by a Ukip supporter.

Later in the article he continues:

Still the obsession over a viral campaign to get a funny song into the charts has dominated the news agenda this week.

I presume Farage is saying that more focus should have been given to the news this week that a number of files have gone missing relating to the Rotherham abuse scandal. I believe the implication Farage wants us to draw is clear. We should not focus on the Calypso when there are other, truly awful, things happening.

His use of an incendiary topic like Rotherham makes it hard for anyone to argue with the position. It is a powerful diversionary tactic and, in our heads, we can probably imagine Mr Farage using it in one of his barnstorming speeches. His “slow-slow-quick” delivery style. His vocal rise and fall. His well delivered anger.

But I believe that this argument is an example of the worst type of political opportunism and misdirection. The type of politics that Farage claims to stand against. I believe it is gross hypocrisy.

The news on Rotherham has continued ever since it was initially uncovered.  Virtually every week a new, shocking, revelation has come to light. Yet I did not hear Mr Farage criticising anyone when Rotherham was replaced in media coverage and editorials by the UKIP conference, or Douglas Carswell and Mark Reckless’s defections. I did not hear Mr Farage pleading with broadcasters to talk more about Rotherham when he was being asked about UKIP’s first elected MP and the party “making history”. I did not hear Mr Farage offering his time to make adverts for child abuse charities when he was busy filming ones for betting companies. So why the outrage now?

The sad truth is he was only too happy for coverage to move away from Rotherham when it suited him. When he was lauded for delivering a “political shockwave”. When he was invited on the primetime political slots. When he was taking another photo opportunity with another pint in another country pub.

So I ask you, Nigel, how’s that for having your priorities in order?

A careful read of this Press Release below, would SEEM to contradict al else that has been published and earlier understanding by both the British Government (aka David Cameron) and The EU itself – not to mention myself who had found myself going down exactly the same line as the professional blogger and political researcher Dr. Richard North!
Further with care in your reading of the Press Release it would SEEM to contradict itself within its own text!

REVISION OF MEMBER STATES’ GNI CONTRIBUTION – Q&A

1. Who decides to increase Member states’ GNI contribution to the EU budget and why?

The different types of own resources of the EU budget and the method for calculating them are set out in a Council Decision on own resources and its implementing regulation. Thus the rules relating to the calculation of Member states’ contribution based on their respective Gross National Income are established in the own resources legislation.

In May of each year the Commission and representatives of each Member state meet to establish the estimated GNI of every member state for the year to come. That specific source of income for the EU budget is then adopted in agreement with the Member states.

Each autumn, the Commission and representatives of each Member state meet a second time, this time to check whether there are differences between the original GNI estimates and the “real” GNI for the previous year, and whether there any further adjustment to older GNI data, still based on the figures provided by each Member state.

Member states’ individual GNI contribution is then adjusted upwards or downwards to compensate for the adjustments. This is a purely mathematical, technical process. So much so, that member states agreed that the Commission can implement the adjusted figures by 1 December every year without any need to submit a proposal to the Council and/or to the European Parliament.

2. Does this year’s technical adjustment take into account the new method to calculate member states’ GDP (ESA 2010)?

No. This new method to calculate member states’ GDP will have no impact on their GNI contribution to the EU budget until the new own resources decision comes into effect, which is probably 2016.

3. Why does this year’s technical adjustment see such big increases of contributions to the EU budget for some member states?

This year’s adjustment includes GNI re-calculation dating back to 2002 for most member states and to 1995 for one, as there were a number of unresolved issues that had accumulated over the last years. The decision to resolve these historic issues now results from a joint effort of member states in cooperation with Eurostat. With all these issues now cleared, future such corrections will again be rather minor, as they were in recent years.

Some member states have consistently reported too low values for their GNI over the last years, this obviously explain the size of some adjustments upwards.

4. Why has the Commission decided to act just now?

As explained earlier, the adjusted GNI contributions must come into force by 1 December at the latest. However, the earlier in the year you calculate the real GNI for that given year the less accurate you are. The Commission must therefore find a compromise between announcing the revised GNI figures as late as possible in order to be as accurate as possible, and as early as possible in order to give member states enough time to adapt to the new figures. This year, member States were informed of the budgetary impact of the new data on 17 October.

5. Do those adjustments always increase member states’ GNI contributions?

Not at all; it mostly depends on member states themselves as the basis for such revision is the figures provided by the member states. If your recorded GNI for any given year is lower than what was estimated at the beginning of the year, your GNI contribution will go down.

The one thing of which we can all be certain is that the central bureaucracy has NOT, as some would like you to believe, carried out some gratuitous act of enbittered bullying as the present Commission leaves office, in order to vivtimise these United Kingdoms and slap down David Camerons efforts to ‘re-negotiate’ and hold an IN / OUT Referendum when re-elected after May 2015, as promised.
What we can be certain of is the unpalatable, for David Cameron and part of the Tory party, is that unilateral re-negotiation just is not on the cards. EU Treaty after EU Treaty to which the British Government has freely, if duplicitously much of the time, signed up clearly states that there is no possibility of an substantial or substantive re-negotiation and that ALL decisions must be on the basis of either QMV or unanimous vote of the EU’s vassal states!
This of course places David Cameron and his Government when re-elected, assuming that Ukip has not garnered enough votes to destroy Britain by so consequentially damaging the Tories as to place the utterly incompetent, economic idiots and extremist Fabians etc., in the Labour party, in a controlling position!
The problem for David Cameron will be that he will be honour bound to actively campaign, with his Government for Britain to leaver the EU, which is counter to his aims to subjugate Britain yet further to the globalist control of the arcane and outdated EU, which merely acts as obfuscation and a rubber stamp for the issuance of International law by the likes of UN, CODEX, WTO, IMF, WHO and the like. He will have proved that Britain’s 8% influence and voting control of our destiny, whilst still in the EU, is of absolutely no material consequence!

European Union officials warned Britain in January that new bills were coming, and produced figures showing that the UK was likely to have to pay higher fees this autumn

The European Union warned Britain months ago that it was facing a massive increase in its EU membership fee, according to documents seen by The Telegraph.

A furious David Cameron vowed on Friday that he would not pay an “appalling” and unexpected demand for an extra £1.7 billion in British contributions to the EU budget by the December 1 deadline.

However, The Telegraph can disclose that EU officials warned member states in January that new bills were coming, and produced figures showing that Britain was likely to have to pay higher fees this autumn.

The disclosure cast doubt on Mr Cameron’s claims that he had been ambushed out of the blue by the demand for more money on the eve of the Brussels summit on Thursday.

The development will intensify pressure on the Prime Minister and George Osborne, the Chancellor, over why Britain was apparently so unprepared for the extra surcharge.

In other developments as the row grew:

:: Treasury ministers are to be hauled before MPs this week to explain why Mr Cameron was not informed of the impending£1.7 billion charge from the European Union;

:: Mr Osborne is preparing to launch talks with other European finance ministers, ahead of a meeting on November 7 at which the dispute is expected to be discussed. The Chancellor will raise Britain’s concerns with the German Finance Minister, Wolfgang Schaeuble, and others, when they meet in Berlin this week at a global forum on tax transparency;

:: Senior Treasury officials are meeting this weekend, and will be speaking to their counterparts in the Netherlands, Italy, and Greece to build an alliance of countries to fight the extra demands for money.

:: Labour’s Treasury spokesman, Chris Leslie, wrote to Mr Osborne demanding that the Chancellor set out what he knew, when about the demand for more money. Mr Leslie told Mr Osborne he had “serious questions to answer”about how long the government had known about the potential for Britain to be hit with such a massive surcharge;

:: A senior Member of the European Parliament warned that Mr Cameron would have to pay the £1.7 billion, saying the confusion was “an entirely British affair” and that the rest of Europe “expects” the UK to pay up;

:: It emerged that Britain would face EU fines worth more than £1.3 million a day for every day the country refuses to pay the extra bill.

The call for the extra cash, which followed a review of member states’ economic performance since 1995, was described by Mr Cameron as “completely unacceptable”.

The detailed demand for £1.7 billion was first sent to EU member state governments on October 17, several days before the information reached the Chancellor.

The Chancellor has said he learnt about the bill “earlier this week”, but it appeared to catch the Prime Minister off guard.

On Saturday, Sir Bill Cash, chair of the Commons European scrutiny select committee, announced that ministers from the Treasury would be summoned to explain the apparent lack of action over the bill which left Mr Cameron exposed at the summit.

Sir Bill said: “I’m calling in Treasury ministers next week to my committee so that we can go through how this happened in addition to what they have to say about the way in which they intend to handle it from now on.”

“So we’ll have a proper examination which will obviously include looking at the system itself which I’ve already described as crazy.”

The extra £1.7billion bill is a result of changes in the way national accounts are calculated across the world, which have had the effect of increasing Britain’s GDP by more than the European average. This meant Britain’s required contribution to the overall EU budget would also increase by more than the EU average.

Different EU member states make different contributions to the EU budget, depending on their national incomes.

On January 16, European statisticians said the EU-wide average increase resulting from the change in the way national accounts are calculated was a rise of 2.4 per cent in GDP. For Britain, the projected figure was higher, between 3 per cent and 4 per cent.

A prominent MEP warned Mr Cameron yesterday that Europe “expects” Britain to pay the surcharge by the December 1 deadline.

“It appears the Prime Minister was surprised by this in Brussels,” said Alexander Graf Lambsdorff, vice-president of the European Parliament.

“And that I can understand, because a bill of €2bn, £1.7bn, is significant enough to be informed about before you go to a summit and then are confronted with it in a surprising way. But that is an entirely British affair. The rest of Europe expects you to pay and that’s that.”

On Saturday, The Telegraph reported that Angela Merkel, the German Chancellor, had told Mr Cameron he should have anticipated the European Union’s demand.

According to a diplomatic record of talks between European leaders seen by the paper, the German Chancellor told the Prime Minister the call “did not come out of the blue”.

“I understand that it is difficult to come up with €2 billion [£1.7billion] David, but this should have been expected,” Ms Merkel said.

The European Commission president, Jean Claude Juncker, also told Mr Cameron to “show some political courage” over the call.

Something of the story behind the story on Mr Cameron’s £1.7bn began to emerge in the Sunday Telegraph yesterday, with lead writer Tim Ross kindly adding my by-line to the copy. The Mail on Sunday, however, went for a fictional version of events, going for Mr Gove’s incredible theory that the Barroso personally dumped a £1.7 bill on the UK as an act of revenge.

The Financial Times though, is coming up with a completely different version of events. The £1.7bn figure, it tells us, is a one-off payment which accounts for less than 0.1 percent of UK GNI, representing a top-up to UK contributions covering 11 years. Thus, the paper says, Britain is being asked to pay a “modest” adjustment of an extra £150m a year over the period, a sum that would barely deserve a footnote in the UK’s annual accounts.

Now, the Mail is saying much the same thing, that “the European Commission issued the demand to the UK after using rules dating back to 1995 and finding Britain’s economy has grown faster than expected, so must pay a greater share to Brussels”.

This, one assumes, is based on the Commission Q&A on the revision of Member States’s GNI, which I only saw last night. Contradicting completely my report on the application of ESA 2010, it states that this year’s technical adjustment does NOT take into account the new method of calculating member states’ GNIs. This new method, it says, will have no impact on their GNI contributions to the EU budget until the new own resources decision comes into effect, which is probably 2016.

To the question of why this year’s technical adjustment sees such big increases of contributions to the EU budget for some member states, the Commission tells us that this year’s adjustment includes GNI re-calculation dating back to 2002 for most member states and to 1995 for one.

There were, we are told, a number of unresolved issues that had accumulated over the last years. The decision to resolve these historic issues now results from a joint effort of member states in cooperation with Eurostat. With all these issues now cleared, future such corrections will again be rather minor, as they were in recent years. This seems to be borne out by sight of an (undated) information note to member states, which sets out the sums involved, on which much of the media publicity has been based.

As to the legal authority to apply retrospective adjustments, the Commission cites Council Regulation No 1150/2000 of 22 May 2000 implementing Decision 94/728/EC on the system of the Communities’ own resources. It would seem that Article 10(8) applies, referring to Article 3(2) of Directive 89/130/EEC on the harmonization of the compilation of gross national product at market prices.

There is nevertheless something very odd about the Commission Q&A, because it cites Council Decision 2007/436/EC on the system of the European Communities’ own resources, as being the basis for calculating the Members’ contributions. Yet, as we see here, that Decision has been repealed and replaced by Council Decision 2014/335/EU on the system of own resources of the European Union. It takes effect from 1 January of this year.

The crucial thing about this updated Decsion is that it tells us that Member States’ GNIs “shall mean an annual GNI at market price, as provided by the Commission in application of Regulation (EU) No 549/2013 (ESA 2010)” – thereby installing the new European System of Accounts, except that pro temp contributions were to be based on ESA 95 because ESA 2010 had not been available at the time of the adoption of this Decision.

But, the Decision went on, “the contributions should be adapted as soon as all Member States have transmitted their data on the basis of ESA 2010”. “In the event that there are any amendments to ESA 2010 which entail a significant change in the level of GNI”, it then said, “the ceilings for own resources and for commitment appropriations should be adapted again”.

On this basis, it would appear that the Commission is wrong in claiming that ESA 2010 does not apply. Its own legislation says it does, and unless there is an unknown factor here, the new standard applies to the current figures and the adjustments.

Therefore, what I think has happened is that, guided by Directive 89/130/EEC, the UK and other Member States have revised their GNIs retrospectively using ESA 2010, which has given rise to the adjustments recorded. But it must also be remembered that the procedure requires Member States to calculate their own GNIs, and send the results to the Commission. This is not something the Commission does for us – we do it for ourselves.

Thus, as far as the awareness and the advance notice goes, my previous report would seem to be accurate (unless or until we see further developments).  The UK was informed that changes were in progress. It is unlikely that Mr Cameron can claim that the Commissions was not entitled to the money it is claiming, as the sum is based on data provided by the UK – presumably calculated by the ONS – in accordance with well-established procedures.

Since the ESA 2010 changes have been flagged up continuously, the UK government – and therefore Mr Cameron – can have no justification for saying they didn’t know what was coming.

Seldom though have I met a more complex scenario – where the Commission also seems to be getting it wrong. Even Mr Barroso didn’t seem to know what was going on. And that may just provide a small window of opportunity for Mr Cameron. It the Commission itself is all at sea, he could claim that it is unfair to expect him to know better.

Of course, his “Rolls-Royce” civil service could have told him, except that Rolls-Royce cars is now owned by the Germans. That is perhaps why Mrs Merkel was in the know and Mr Cameron wasn’t.

Hi,
many will have by now noted David Cameron’s ill informed outburs over his Government’s undertaking to pay an additional £1.7Bn. to the EU.
Within a very short time I Tweeted that it was possible that with his idiotic & ill tempered outburst he may well have signed his electoral ‘Death Warrant’.
In discussion of the complex nature of the agreement he was very publicly posturing to SEEM as if he was outraged it became apparent that Richard North was working on a complex blog explaining the details – which I have with his full permission posted below as a >GUEST POST<.
However to summarise:
In 2012 & 2013 the UN was negotiating with all the relevant international organisations WTO (World Trade Organisation), CODEX (Codex Alimentarius [standards for food etc.]), OECD (Organisation for Economic Co-operation and Development), USA, EU, etc. etc. to agree a new and more accurate INAS (International National Accounting System) which would give a standardised method of presenting National Accounts.
The UN achieved agreement in early 2013 – on 13-Mar-2013 for and on behalf of the British Government William Hague signed up to this new system of accounting which resulted in new and standardised methods of presenting such figures as GDP (Gross Domestic Product), GNI (Gross National Income) and the like.
The final agreement we had entered into was presented and published 22-Apr-2013.
The EU then carried out almost its only relevant action of significance which was to rubber stamp the new methods into EU law, as the EU makes very little actual law of any consequence being largely a redundant and outdated concept. The EU merely translates laws handed down to them by such International bodies as The WTO, IMF (International Monetary Fund), CODEX, UN, WHO (World Health Organisation) and the like putting their impramature on the item and them inclines to pretend it is some authoratitive EU decision when clearly they have merely acted as a rubber stamp!
Naturally the sooner Britain can Leave-The_EU we can resume our positiopn at the top table internationally negotiating with the many global bodies that make the law and acting in defence of not just Britain but the many smaller countries that formerly depended on Britain through the Commonwealth to ensure a sound grounding to new international laws rather than being muzzled and sidelined by our membership of the EU who are seeking ideas that are one size fits all on the basis that their representative may well be considering the interests of Malta, Latvia, France or Spain but more probably Germany or France above those of these United Kingdoms and Commonwealth countries and the Anglosphere!
The mantra that at thwe heart of the EU Britain is better represented is clearly nonsense as it not just distances Britain from the decision making but divorces us from influence of any value on the world stage where we have so many allies and trading partners of long standing.
To revert to the present debacle over our debt to the EU of a supplementary €2Billion, the methodology of calculating payments to the EU was defined when we signed The Treaty of Rome and has been clarified and recodified through the treaties of Amsterdam, Nice, Maastricht and most recently Lisbon. The minutiae of the payment structure was an integral part of Maggie Thatcher’s Government signature to the 1988 Single Market Act.
Further the talks regarding INAS have been ongoing within the UN since 1993 andf as I said were signed off by Britain in March 2013 leading to enshrinement in the ESA as published 22-Apr-2013.
Our own ONS (Office of National Statistics) in May 2014 provided an executive summary and a 650 detailed exposition of the new agreement we had chosen to be bound by via the ESA, including a detailed section warning of the consequences to GNI – which materially alters our annual debt to the EU – a matter which was published and widely distributed by the EU in an open Press Release in January this year.
We have all by now heard David Cameron’s posturings on this matter but in his refusal to pay as it is British tax payers’ money and they are his employers you may have missed the weasle words that sotto voce stated as to be expected to pay by 01-Dec-2014 was unreasonable – OK so when will he pay?
You will note Barosso has publicly reminded everyone that the agreement was made long ago and that the agreed due date for calculation was December annually – clearly the emergency meeting of relevant ministers is as to when the due date for payment shall be executed, after which default will be fined on a percentage basis amounting to 43Million a month (though I am uncertain whether that will be 43M £s or €s) – no doubt David Cameron will be seeking to save face and have, if not the payment, the fines payable from AFTER the General Election!

I trust this helps clarify the position a little and I apologise for including this in what is primarily a Ukip web site blog but it does materially play into the hands of Ukip amongst the less well informed though as so often through no ability of Ukip!

As one senior journalist recently said to me Ukip are like a minor league football team, they lack a competent manager, have poor coaching, are without a star striker, utilise the owners wife to do PR and have little understanding of the rules nor the required kit and are clearly ‘unfit’ – when they find themselves playing against a Premiere League team they jun around the pitch in eveer decreasing circles shouting and abusing causing something of a melee, which the professional  Premiere team find bemusing resulting in many errors that place Ukip in the embarrassing situation of winning as a result of a series of own goals by the championship team!
Failing all else they just hurl abuse at the referee and other match officials to get attention and distract from the actual game.

You will no doubt have realised from the leading article in today’s Telegraph and numerous other papers, even the broadcast media the journalists would seem to have the most febrile grasp of how the EU functions, almost on a par, it would seem, to that of The Prime Minister!

It is strange that the media and politicians are so ill informed when you consider the salaries, perks and expenses most of them receive! Even stranger is the fact that the politicians fail to read copious reports produced at considerable cost to the tax payers, produced often by their own departments!
However to be fair it is worth noting that in about May The Financial Times published an article on the subject, which clearly few read, as did The Economist in August!

When the news broke of the “shock” demand that Britain should pay €2.2bn (£1.7bn) into the EU coffers by the end of next month, the media was all at sea as to the reasons. The likes of the Guardian had it that it was: “because the UK economy is doing better relative to other European economies”. Yet this is not closer to the truth than many of the other theories that have since sprung up.

According to the Guardian, British and European Commission officials confirmed that the Treasury had been told last week that budget contribution calculations based on gross national income (GNI) adjustments carried out by Eurostat, the EU statistics agency, had “exposed a huge discrepancy between what Britain had been asked to contribute and what it should be paying, because of the UK’s recovery”.

The “bombshell”, apparently first reported by the Financial Times, was dropped into the middle of a European Council meeting in Brussels where Cameron and 27 other leaders were “mired in tough negotiations over climate-change policy and attempts to agree big reductions in greenhouse gas emissions by 2030”.

In response, or so the story went, a Downing Street source said: “It’s not acceptable to just change the fees for previous years and demand them back at a moment’s notice. The European Commission was not expecting this money and does not need this money and we will work with other countries similarly affected to do all we can to challenge this”.

Such was the apparent suddenness of this demand, though, that Kirkup in the Telegraph was speculating that the “colleagues” were perhaps EU trying to push Britain towards leaving. Even the noble Guardian – lover of all things “European” – remained nonplussed, telling us that the “infuriating” reason for this sudden hike is “because Eurostat has reviewed the figures and believes the UK economy has performed better in recent years than was previously believed”.

The following day had the Independent tell us that George Osborne had “left David Cameron in the dark” about the EU’s “unexpected” demand. The Chancellor, we were told, had known about the bill since the beginning of the week, yet the prime minister had only been told on Thursday, just as he had been on his way to Brussels for the European Council.

Danny Alexander, the Chief Secretary to the Treasury, is said to have known about the bill before Mr Cameron was informed, which has left the prime minister venting his anger from a podium in the press suite in the Brussels Council building, declaring: “This is completely unacceptable. It is an unacceptable way for this organisation to work – to suddenly present a bill like this for such a vast sum of money with so little time to pay it”.

Thus, days after Mr Cameron’s supposed “ambush”, the collected political/media establishment are still having trouble coming to terms with what precisely has happened, and why. So lacking is the comprehension that the Daily Telegraph leader yesterday was accusing the Commission of acting on a “whim”, while another pundit was arguing that the timing was politically motivated.

Shining like a beacon through the morass, however, are the comments from Angela Merkel during the European Council. According to the Telegraph, she told David Cameron that: “This did not come out of the blue”, adding that she could “understand” that it was difficult to come up with money but “this should have been expected”.

Remarkably, diplomats are recorded as described Merkel’s intervention as “cold-blooded and ruthless” but this is hardly the case. The German Chancellor was only stating the obvious – and very far removed from the Telegraph’s earlier idea that some anonymous official in the EU’s statistical department woke up one day and decided – presumably just for the fun of it – to review all the GNI figures. It should have been expected.

In fact the process which has delivered this result starts, not with Eurostat but with the United Nations and its System of National Accounts, a process of producing standardised accounts for every nation in the world, which has been in place since 1953. Far from coming out of the blue, the timeline for the events of last week start in 1993, when the last standard was published, a process which automatically triggers a review which inexorably leads to the next published standard.

If this seems complicated, it isn’t really – it is a process of continuous review, carried out by many international and national organisations, the bureaucratic equivalent of painting the Forth Bridge. As soon as you have finished, you start all over again.

In this case, the review triggered by the 1993 standard was carried out under the responsibility of five organisations: the UN as the lead organisation, plus the International Monetary Fund, the OECD, the World Bank and … the European Union. It took 15 years, numerous meetings and many consultation sessions, before the work complete.

Thus, it was not until 2008 that the United Nations was able to issue its revised standard, setting out the new international rules for how nations should calculate their gross national products (and their GNIs). This represented – as the introduction to the standard declared – “an update, mandated by the United Nations Statistical Commission in 2003, of the System of National Accounts 1993”.

The new standard was formally published in 2009, which then put the EU out of line with the global system. So, in December 2010, the Commission issued a legislative proposals (COM(2010) 774 final) aimed at bringing its own system – the European System of Accounts (ESA), last amended in 1995 – back into line.

The proposed regulation took over two years going through the process, but was agreed by William Hague at the Council of Ministers in Luxembourg on 22 April 2013, following a single reading by the European Parliament on 13 March. It became Regulation (EU) No 549/2013 of 21 May 2013 on “the European system of national and regional accounts in the European Union”. A mere 727 pages long, its short title was the “ESA 2010 regulation”.

For those who cared to read the European Parliament position document, it clearly warned that: “The Commission uses: “aggregates of national and regional accounts for Union administrative purposes and, in particular, budgetary calculations”. Thus, anyone paid to watch such things (such as Treasury officials) should have known that there was a potential for impacting on UK contributions to the EU.

Then, in January 2014, Eurostat pitched in with a press briefing, explaining the impact of the changes – pointing out that the US – which had introduced the international standard a year earlier – had experienced  a 3.5 percent “boost” in its GNP – entirely due to the new method of accounting.

Making things abundantly clear, the press release also noted: which should have made things clear. National accounts, it said, “have a deeper role. They are at the source of many of the indicators that constitute the quantitative backbone of European economic governance. Gross Domestic Product (GDP), more precisely Gross National Income, is at the heart of the calculation of the EU budget”.

The European Union, we were also told, “will fully move to ESA 2010 in September 2014, when the data transmission programme included in ESA 2010 Regulation enters into application”. It warned: “The national accounts data will then be compiled all around Europe based on the new methodology”.

That most certainly should have rung alarm bells. Every year on 1 December, the Commission revises its estimates of member state liabilities for their annual contributions to the EU budget. And what was coming through was that the UK would be showing a rise in GNI higher than the European average.

Interestingly, the change to the criteria was flagged up by the Financial Times, but not until 23 April 2014 – nearly a year after the EU regulation had come into force. It did not reveal the UN source though. In our post, a few days later, though, we did track down the origin, noting that the FT was remarking that the picture on the UK economy (then improving) was to get even better in September when the UK “adopts the new international standards for national income accounting”.

Then, just to add to the picture, the change was also flagged up by the UK’s ONS in May 2014, and also by the Economist magazine in the August. This time, the UK’s relative position was shown, with an increment of about 4.5 percent in its GNP. As other EU member states were not increasing by the same amount, it should then have been obvious to Treasury officials that the UK’s contributions to Brussels were going to increase by a substantial amount.

If there had been any doubt, Eurostat – now with a legislative mandate to produce a new system – had in any case come up with a 655-page document in July 2013, describing the full methodology on the ESA 2010 standard. And it was this methodology that was to be applied by ONS, which calculated the figures and passed them to Brussels.

Currently, with the September 2014 implementation deadline passed, Eurostat has checked and approved the revised GNI figures prepared by the EU member states, and passed them on to Brussels. And it is on these figures that latest EU contributions have been based for the 1 December review – one of which Mrs Merkel was apparently aware, but was apparently unknown to Mr Cameron.

The irony now is almost too much to bear. When the UK joined the EEC in 1973, it was felt it that it was paying an excessive budgetary contribution – excessive because the UK was undergoing financial crises and its GNP was depressed.

It was then proposed that the contributions should be linked to GDP – which latterly became GNI – but this was not implemented until 1988 as the Own Resources Decision (ORD) 1988. But that was putting into effect the 1984 agreement with Margaret Thatcher at Fountainebleau, after she had settled Britain’s rebate. At the heart of Mr Cameron’s travails, therefore, is Mrs Thatcher’s famous “handbag” victory, reducing Britain’s contributions. Perhaps it should have come with a heath warning: “what goes down can go up”.

With Britain’s annual contribution to the EU now linked to GNI as a result of Mrs Thatcher’s endeavours, this made it inevitable that, with the GNI increasing under the new, UN-mandated system of accounting, Britain’s contribution was going to increase.

It is thus all very well for Mr Cameron to huff and puff about refusing to pay a “completely unacceptable” bill, but he has no grounds to do so. The original system was agreed by Margaret Thatcher. Amendments were approved by Tony Blair’s government and Gordon Brown in 2007, making them equally responsible, and the new system of accounting was agreed by Mr Cameron’s own government last year.

Thus, Mrs Merkel was absolutely right. Mr Cameron should not have been in the least surprised by the £1.7bn additional bill. This is nothing to do with the improvement in the British economy – it simply reflects a change in the accounting procedure, which has been on the stocks for two decades, the effects of which were predictable five years ago.

Although one is concerned for the poor benighted taxpayer, therefore, there can be no sympathy for Mr Cameron. This is the man who is in favour of continued membership of the EU: all he had to do was read the 727-page regulations which his government approved, or the 655-page explanatory document produced by Eurostat. He would then have known exactly where the UK stood.

With his government having agreed the new regulation, bringing in the changes to the way the GNI was calculated – and the consequences of those changes having been flagged up – Mr Cameron has no excuses.

Alexander Graf Lambsdorff, the German MEP who has been speaking to the BBC is absolutely right: “everybody has to pay their dues”. Whether we like it or not, his government is legally obliged to pay the bill, as it conforms with the system he personally endorses and which his government has approved.

But the biggest irony of all is that no-one ever set out to increase the UK’s bill. This is simply an unintended consequence of the routine processes of globalisation that are going on all the time – unseen and largely unrecognised. But once the UN had changed the system, the EU had no choice but to conform – leading to the current situation.

Presumably, Mr Farage is now going to demand that we leave the UN – one of the many villains of the story. But at the heart of Mr Cameron’s discomfort, it seems to me, is a failure of communication.  He should have been told well in advance what was going to happen.

And there lies a final irony – he was in Brussels trying to convince the “colleagues” to buy into his climate change fantasy, which is set to cost the UK £1.3 trillion by 2050. Against that, a mere £1.7bn seems small change.
