I take the liberty of basing this post on a blog written by Richard North which reads as follows:

“As for Ukip”, says David Cameron, writing for the Daily Telegraph, “all they can deliver is Ed Miliband into Downing Street“. He goes on to say:

A vote for Ukip is a vote to prop up a failing Labour government – a government that would refuse to give people a referendum on Europe and that would take us back to the days of open-door immigration, an out-of-control welfare budget and a something-for-nothing society …

Then up pops an oft-repeated promise: Labour’s Human Rights Act would be scrapped, and thence for emphasis, Mr Cameron again tells us that: “an in-out referendum on Europe [will be] delivered”.

Needless to say, there is no reason to trust that Mr Cameron will keep his promises. But then trust is not an issue. Our best judgement is that, if he again reneged on a promise of a referendum, the Conservative party would rebel, and he would quickly be deposed as a leader.

Furthermore, come the 2020 general election, with no referendum having been delivered, the Conservative Party would be unelectable. Mr Cameron would have wiped out any chance of a further Conservative government for the foreseeable future.

But then, if you want to quibble, is Mr Cameron’s statement any more or less credible than this from Mr Farage?

Ukip is no longer seen as the “protest vote”, but rather as an opportunity to look outside the Westminster bubble for real solutions, devised by real people, with real life experience. We will fight the upcoming elections believing that our potential is still underestimated, and that the balance of power is within our grasp.

If you believe that, frankly, you will believe anything. But, of the two, I’m more prepared to take Mr Cameron at his word – not because I trust him, but because he’s boxed himself into a corner, and has no realistic option other than to deliver, if he again becomes prime minister after this year’s general election.

That notwithstanding, sooner of later, we are going to have a referendum. And the better prepared we are to fight the campaign, the better our chances are of winning it. Thus, whether or not Mr Cameron delivers on his promise, we should still be preparing for a referendum campaign.

And, with even greater emphasis, that’s what we’re going to be doing on this blog.

and even more specifically in response to his comment on his Forum:

All too often, the eurosceptics offer what amount to “lies” (i.e., untruths), which means that we end up trading lie with lie. It would be helpful if we could isolate the truth and then spread it.

    perhaps lie is a little strong, as Enoch Powell made clear in his speech in the HoC, the EU was telling the truth but it’s sales force, in the form of paid hirelings like MEPs, MPs, broadcasters & Civil Servants were all too willing to obfuscate the truth with spin.

    Currently we have Cameron promising a referendum IF the Tories are returned with a majority and offering to resign IF he then does not deliver a referendum – an easy out from his promise, based not on lies but on obfuscation.

    I note that there seems no clarity of such a promise from any other political leader of consequence and Cameron’s promise seems in isolation in that none of the front runners for his job should he stumble and fall has either endorsed his promise or promised an EU IN/OUT Referendum of any clarity. In fact none of the front runners for the governance of OUR Country would seem to wish to hold a fair, informed and balanced referendum – each feeding the mill with grit rather than grain!

    Alternatively we have the spin and obfuscation of Ukip who after 22 years of ‘claiming’ to wish to Leave_The_EU are milking the tax payers for all they are worth through the EU bribe system and delivering nothing – not even aresponsible, honourable, clear EU eXit & survival strategy, in fact no strategy or plan whatsoever after 22 years!

    Ukip’s devotion to populism without proper policy is so well a trodden path it is risible. Consider Adolf Hitler, Oswald Moseley, both of whom sought to blame outsiders and to thus sweep the gutters of politics choosing unsavoury allies and ill informed supporters over responsible researched policies of substance and gravitas and they like Nigel Farage were also pronounced man of the year, in 1938 & 1934 respectively.

    That The SNP, Plaid and the Greens are trolling the same pool dependent on ignorance for their support and transient achievements casts a sad light on the body politic, where Ukip’s good fortune has been enhanced by gathering in the support of BNP members, even their deposed leader Nick Griffin, and supporters now they have collapsed leaving Ukip as the most clearly racist party left with which to protest. Much as Hitler’s early battle was with the Communist Party in Bavaria, a battle he won by denouncing the Jews, Gypsies and disabled – just as Ukip do regarding Romanians, Bulgarians, Roma and other immigrants!

    The difficulty faced by those of us seeking to Leave_The_EU is that it is an immensely complex process and FUD can be all too easily used by those who have incrementally forced upon us the EU scam, with salami slicing of our fundamental human right of self determination and its obscene costs and down side risks.

    The EU has woven a complex quilt of regulation, by the use of a massive unelected bureaucracy that includes the Civil Servants of all its vassal states aided by their police, politicians and much of their military whilst the tax payers have been left unrepresented and poorly, led mostly by opportunists unwilling to put in the hard slog of research and fine tuning as they expend their energy and our cash seeking selection and election so as to feed on the gravy train they claim to reject!

    Indubitably FleXcit offers a way forward, even perhaps the way forward, but already it extends to some 370 pages, well researched as it is and clearly striving for joined up thinking, will enough people read it. More importantly will enough members of the electorate understand it or will it continue to be run away from by the LibLabUkipCon herd mentality?

    The LibLabUkipCon seem not to wish to lie but clearly they have no desire to tell the truth with clarity and integrity or we would have left the outmoded, obfuscating, self serving bureaucrats of the un democratic EU long ago, even assuming we had been duped into its clutches originally, as we unarguably were; then as now based on spin, unbalanced funding, corrupt publicity and FUD – little changes!

    We have a long and arduous road ahead to repatriate our democracy and salvage our right to self determination and justice. Without education of the electorate in at least some of the details of FleXcit our aim of EU eXit is likely to fail, as the EUroPhiles have no need to lie merely to obfuscate and employ FUD to rattle the ill informed into the ballot box with a ‘stay in’ vote cast in fear and ignorance.

    Ignorance that comes of never having had explained to them the clear benefits of Britain resuming its independent status as a Global trading nation, with a reputation of integrity and justice, though the latter has been much tarnished by what were indubitably lies that emanated from the likes of Edward Heath, Geoffrey Rippon and latterly the indisputable corruption of Blair & Brown’s 13 unlucky years of self enriching misgovernment and economic illiteracy.

    Whenever the referendum comes, as it surely will, the hard work starts here and now and must be relentless if we are to have any hope of restoring our democracy in any meaningful terms.

    How about starting out with the relatively simple task of explaining how the EU works by promoting Richard North’s excellent book ‘The Great Deception’; followeed by the simple fact that the EU makes very few laws, it merely rewrites the laws of The WTO, Codex, The WHO, The IMF, The UN and the like with the seal of approval and wording of The Enarcs and the imprimatur of the EU.

    It will be long, it will be hard and it may well be bloody but we must work for freedom rather than be distracted by the obfuscation of the so called wars to grant freedom to many who as a majority wish to live by other standards be they Islam or the centralised dictator committees of Russia or The EU.

    If we are ever again asked if we wish to be governed by a centralised foreign and very alien power and the choice is that or the open sea and restoration of our global trading role and spheres of influence in the Anglosphere and beyond clearly we should, as an island Nation of United Kingdoms choose the open sea with control of our own trade, our own laws and freedoms and our own borders.

    Sadly one is forced to ponder whether Nigel farage has merely adopted the role of being yet another Judas Goat!

Yet again I stress – Ukip#s Over Simplification of the Immigration issue is either blatant ignorance or downright dishonest!

Hi,
endlessly we hear Ukip and their fellow travellers showing their ignorance of the immigration issue.
Yet again let us put the facts forward – Firstly if we Leave_The_EU it will make very little difference to our position as a target for immigrants.
Let us go back one small step and get to grips with a couple of irrefutable facts:
  • When I was born at the end of WWII the world population was around 2 Billion.
  • Now in 2014 the world population is over 7 Billion.
  • The world is no bigger now than in 1946 when I was born.
  • The rise in populatin in the last 68 years has led to increased desertification and reduced living space.
  • There is more food now but less well distributed.
OK – let’s stop at those basics for now but let us not overlook just one more basic fact and that is that in a world that strives to avoid war there are numerous worldwide international agreements that deal with refugees, asylum seekers and immigration.
As in almost all other areas The EU does NOT make the laws for Britain or for that matter almost anywhere else!
The EU merely receives laws handed down by such international bodies as The WTO, The WHO, CODEX, The UN, The IMF and a host more such international organisations.
The EU then re presents those internationally binding agreements and rubber stamps them as it puts its impramature on the paper work to pass it off as if it was an EU Law – surely you didn’t think The EU bureaucrats were clever enough to drw up and draft such laws and powerfull enough to impose them on every other Country in the world!
Minded of these facts Ukippers and their racist fellow travellers may find the following article rather easier to understand.

Leaving the EU won’t solve our immigration problems

Lots of ridiculous articles around about immigration at the moment. On the one hand we have the Ukipist tendency to want to shut up shop and stop engaging with the world, and then you have the equally stupid Marxist view that we can “simply” open our borders to the whole world without any suggestions as to how this might be achieved.

We’re seeing tedious exchanges of migrant numbers and dry economic figures, followed by equally tedious bickering over who’s right. Let’s start with from the position that nobody is right. On the one hand we have a media whose job it is to make money, which means generating hits which means feeding their reader’s own prejudices back to them. So you cobble together a few stats with accompanying pictures of Romanian beggars and then you have a moral panic on your hands which can be marketed and turned into cash money.

Then we get more reasonable studies on the symptoms, and what we find is that these symptoms are eminently solvable. On the one hand you have immigrants who can cut down their expenses by sharing five to a room taking jobs under minimum wage, and on the other a settled community who can’t and shouldn’t have to compete at that level for work, but are then left worse off by leaving the welfare system and taking work – often impossibly so.

We’re seeing a disparity of opportunity here and an unlevel playing field at the bottom of the work ladder. Free market fundamentalists (myself included) would prefer that such an obnoxious and toxic idea never existed, but as a floor price mechanism for addressing the unfair competitive advantage, if properly enforced, can incentivsie work, can generate fair competition and if licensing for houses of multiple occupancy is properly enforced then the economic advantages to coming here to work are significantly reduced. This addresses what is known as the pull factor.

We can also toughen up vagrancy laws so that those who land without having first found accommodation will find that life here is not that pleasant. And let’s face it, vagrancy is a huge problem that does have negative externalities, and a distinction needs to be made between the genuinely homeless and the economic migrants who had some choice in the matter.

There are many small measures we can take that would have an enormous effect on the largely overstated symptoms which would soon collapse the moral panics and take the wind out of Ukip’s sails. So we have to look at why these laws aren’t being enforced. And here’s the kicker… it’s nothing to do with austerity or council cuts.

HMO law has not been properly enforced for a very long time thanks to the, frankly absurd, statutory obligations placed on councils to house people. If you shut down a HMO where there are twenty people living in one house then that places a burden on councils to find the resources to place them, which usually means an expensive B&B because that it the fullest extent of innovation you can expect from councils.

In effect, councils are in a state of paralysis because proper enforcement of the law then magnifies their troubles. Simply building more houses is the simpleton solution in that supply is quite soon taken up and supply can never quite keep pace with demand.

So there’s other aspects we can look at such as the push factor. Many immigrants are escaping war and third world poverty, from places like West Africa, Syria and Huddersfield. In many respects it is our own foreign policy that creates the push of immigration in the first place. In some respects it’s our inexplicable need to drop bombs on things and then even bigger follies such as the EU’s trade policy which has ruined the economy of West Africa by corruptly appropriating fishing rights and sending industrial seabed hoovers to decimate habitats which sustain inshore fishing and exports.

There is also much we can do with foreign aid as a targeted means of international development, but that would mean having a DfD that was fit for purpose and a coherent foreign policy. These matters are not wholly divorced from the EU but not solely EU matters either. But it is a mistake to believe that we can control immigration, or at least mitigate it without engaging in the wider world and even outside of the EU, our own welfare, trade and labour laws have a great deal more of a negative effect than open borders, and that is what creates the perception of problematic immigration.

Then we have the Rochdale and Rotherhams, which again is a good deal more to do with bureaucratic inertia and institutional paralysis, by and large a consequence of not enough subsidiarity, accountability and democracy.

The EU is a problem but it isn’t the whole of the problem, and on balance, EEA zone immigration not only makes us richer but it has also been a huge part of transforming Poland’s economy and in turn will do likewise for Bulgaria and Romania as the remittances start flowing and the cultural and trade advantages thereof.

The fantasy fiction of Marxists is every bit as absurd and toxic as Ukip’s small minded simpleton approach, and seemingly nobody wants to admit the complexity or even attempt to get to grips with the small things that we can do which would be transformational in a very short time. And why is this? It’s simple. Immigration is not at the centre of this debate and it is a proxy for a general disaffection, artificially induced by sensationalist media and opportunistic populist parties.

Our problems are many and multifarious, but I guarantee you the solutions are to be found in very obscure, very dry and distinctly unsexy civic laws. There is no big solution and no single large culprit. To pretend there is as Ukip does is cynical, intellectually dishonest and fatuous. But we’ll get our moronic points based quota system, and I will be completely unsurprised at how little difference it makes – and I will still be repeating myself in twenty years time.

Hi,
many will have by now noted David Cameron’s ill informed outburs over his Government’s undertaking to pay an additional £1.7Bn. to the EU.
Within a very short time I Tweeted that it was possible that with his idiotic & ill tempered outburst he may well have signed his electoral ‘Death Warrant’.
In discussion of the complex nature of the agreement he was very publicly posturing to SEEM as if he was outraged it became apparent that Richard North was working on a complex blog explaining the details – which I have with his full permission posted below as a >GUEST POST<.
However to summarise:
In 2012 & 2013 the UN was negotiating with all the relevant international organisations WTO (World Trade Organisation), CODEX (Codex Alimentarius [standards for food etc.]), OECD (Organisation for Economic Co-operation and Development), USA, EU, etc. etc. to agree a new and more accurate INAS (International National Accounting System) which would give a standardised method of presenting National Accounts.
The UN achieved agreement in early 2013 – on 13-Mar-2013 for and on behalf of the British Government William Hague signed up to this new system of accounting which resulted in new and standardised methods of presenting such figures as GDP (Gross Domestic Product), GNI (Gross National Income) and the like.
The final agreement we had entered into was presented and published 22-Apr-2013.
The EU then carried out almost its only relevant action of significance which was to rubber stamp the new methods into EU law, as the EU makes very little actual law of any consequence being largely a redundant and outdated concept. The EU merely translates laws handed down to them by such International bodies as The WTO, IMF (International Monetary Fund), CODEX, UN, WHO (World Health Organisation) and the like putting their impramature on the item and them inclines to pretend it is some authoratitive EU decision when clearly they have merely acted as a rubber stamp!
Naturally the sooner Britain can Leave-The_EU we can resume our positiopn at the top table internationally negotiating with the many global bodies that make the law and acting in defence of not just Britain but the many smaller countries that formerly depended on Britain through the Commonwealth to ensure a sound grounding to new international laws rather than being muzzled and sidelined by our membership of the EU who are seeking ideas that are one size fits all on the basis that their representative may well be considering the interests of Malta, Latvia, France or Spain but more probably Germany or France above those of these United Kingdoms and Commonwealth countries and the Anglosphere!
The mantra that at thwe heart of the EU Britain is better represented is clearly nonsense as it not just distances Britain from the decision making but divorces us from influence of any value on the world stage where we have so many allies and trading partners of long standing.
To revert to the present debacle over our debt to the EU of a supplementary €2Billion, the methodology of calculating payments to the EU was defined when we signed The Treaty of Rome and has been clarified and recodified through the treaties of Amsterdam, Nice, Maastricht and most recently Lisbon. The minutiae of the payment structure was an integral part of Maggie Thatcher’s Government signature to the 1988 Single Market Act.
Further the talks regarding INAS have been ongoing within the UN since 1993 andf as I said were signed off by Britain in March 2013 leading to enshrinement in the ESA as published 22-Apr-2013.
Our own ONS (Office of National Statistics) in May 2014 provided an executive summary and a 650 detailed exposition of the new agreement we had chosen to be bound by via the ESA, including a detailed section warning of the consequences to GNI – which materially alters our annual debt to the EU – a matter which was published and widely distributed by the EU in an open Press Release in January this year.
We have all by now heard David Cameron’s posturings on this matter but in his refusal to pay as it is British tax payers’ money and they are his employers you may have missed the weasle words that sotto voce stated as to be expected to pay by 01-Dec-2014 was unreasonable – OK so when will he pay?
You will note Barosso has publicly reminded everyone that the agreement was made long ago and that the agreed due date for calculation was December annually – clearly the emergency meeting of relevant ministers is as to when the due date for payment shall be executed, after which default will be fined on a percentage basis amounting to 43Million a month (though I am uncertain whether that will be 43M £s or €s) – no doubt David Cameron will be seeking to save face and have, if not the payment, the fines payable from AFTER the General Election!

I trust this helps clarify the position a little and I apologise for including this in what is primarily a Ukip web site blog but it does materially play into the hands of Ukip amongst the less well informed though as so often through no ability of Ukip!

As one senior journalist recently said to me Ukip are like a minor league football team, they lack a competent manager, have poor coaching, are without a star striker, utilise the owners wife to do PR and have little understanding of the rules nor the required kit and are clearly ‘unfit’ – when they find themselves playing against a Premiere League team they jun around the pitch in eveer decreasing circles shouting and abusing causing something of a melee, which the professional  Premiere team find bemusing resulting in many errors that place Ukip in the embarrassing situation of winning as a result of a series of own goals by the championship team!
Failing all else they just hurl abuse at the referee and other match officials to get attention and distract from the actual game.

You will no doubt have realised from the leading article in today’s Telegraph and numerous other papers, even the broadcast media the journalists would seem to have the most febrile grasp of how the EU functions, almost on a par, it would seem, to that of The Prime Minister!

It is strange that the media and politicians are so ill informed when you consider the salaries, perks and expenses most of them receive! Even stranger is the fact that the politicians fail to read copious reports produced at considerable cost to the tax payers, produced often by their own departments!
However to be fair it is worth noting that in about May The Financial Times published an article on the subject, which clearly few read, as did The Economist in August!

When the news broke of the “shock” demand that Britain should pay €2.2bn (£1.7bn) into the EU coffers by the end of next month, the media was all at sea as to the reasons. The likes of the Guardian had it that it was: “because the UK economy is doing better relative to other European economies”. Yet this is not closer to the truth than many of the other theories that have since sprung up.

According to the Guardian, British and European Commission officials confirmed that the Treasury had been told last week that budget contribution calculations based on gross national income (GNI) adjustments carried out by Eurostat, the EU statistics agency, had “exposed a huge discrepancy between what Britain had been asked to contribute and what it should be paying, because of the UK’s recovery”.

The “bombshell”, apparently first reported by the Financial Times, was dropped into the middle of a European Council meeting in Brussels where Cameron and 27 other leaders were “mired in tough negotiations over climate-change policy and attempts to agree big reductions in greenhouse gas emissions by 2030”.

In response, or so the story went, a Downing Street source said: “It’s not acceptable to just change the fees for previous years and demand them back at a moment’s notice. The European Commission was not expecting this money and does not need this money and we will work with other countries similarly affected to do all we can to challenge this”.

Such was the apparent suddenness of this demand, though, that Kirkup in the Telegraph was speculating that the “colleagues” were perhaps EU trying to push Britain towards leaving. Even the noble Guardian – lover of all things “European” – remained nonplussed, telling us that the “infuriating” reason for this sudden hike is “because Eurostat has reviewed the figures and believes the UK economy has performed better in recent years than was previously believed”.

The following day had the Independent tell us that George Osborne had “left David Cameron in the dark” about the EU’s “unexpected” demand. The Chancellor, we were told, had known about the bill since the beginning of the week, yet the prime minister had only been told on Thursday, just as he had been on his way to Brussels for the European Council.

Danny Alexander, the Chief Secretary to the Treasury, is said to have known about the bill before Mr Cameron was informed, which has left the prime minister venting his anger from a podium in the press suite in the Brussels Council building, declaring: “This is completely unacceptable. It is an unacceptable way for this organisation to work – to suddenly present a bill like this for such a vast sum of money with so little time to pay it”.

Thus, days after Mr Cameron’s supposed “ambush”, the collected political/media establishment are still having trouble coming to terms with what precisely has happened, and why. So lacking is the comprehension that the Daily Telegraph leader yesterday was accusing the Commission of acting on a “whim”, while another pundit was arguing that the timing was politically motivated.

Shining like a beacon through the morass, however, are the comments from Angela Merkel during the European Council. According to the Telegraph, she told David Cameron that: “This did not come out of the blue”, adding that she could “understand” that it was difficult to come up with money but “this should have been expected”.

Remarkably, diplomats are recorded as described Merkel’s intervention as “cold-blooded and ruthless” but this is hardly the case. The German Chancellor was only stating the obvious – and very far removed from the Telegraph’s earlier idea that some anonymous official in the EU’s statistical department woke up one day and decided – presumably just for the fun of it – to review all the GNI figures. It should have been expected.

In fact the process which has delivered this result starts, not with Eurostat but with the United Nations and its System of National Accounts, a process of producing standardised accounts for every nation in the world, which has been in place since 1953. Far from coming out of the blue, the timeline for the events of last week start in 1993, when the last standard was published, a process which automatically triggers a review which inexorably leads to the next published standard.

If this seems complicated, it isn’t really – it is a process of continuous review, carried out by many international and national organisations, the bureaucratic equivalent of painting the Forth Bridge. As soon as you have finished, you start all over again.

In this case, the review triggered by the 1993 standard was carried out under the responsibility of five organisations: the UN as the lead organisation, plus the International Monetary Fund, the OECD, the World Bank and … the European Union. It took 15 years, numerous meetings and many consultation sessions, before the work complete.

Thus, it was not until 2008 that the United Nations was able to issue its revised standard, setting out the new international rules for how nations should calculate their gross national products (and their GNIs). This represented – as the introduction to the standard declared – “an update, mandated by the United Nations Statistical Commission in 2003, of the System of National Accounts 1993”.

The new standard was formally published in 2009, which then put the EU out of line with the global system. So, in December 2010, the Commission issued a legislative proposals (COM(2010) 774 final) aimed at bringing its own system – the European System of Accounts (ESA), last amended in 1995 – back into line.

The proposed regulation took over two years going through the process, but was agreed by William Hague at the Council of Ministers in Luxembourg on 22 April 2013, following a single reading by the European Parliament on 13 March. It became Regulation (EU) No 549/2013 of 21 May 2013 on “the European system of national and regional accounts in the European Union”. A mere 727 pages long, its short title was the “ESA 2010 regulation”.

For those who cared to read the European Parliament position document, it clearly warned that: “The Commission uses: “aggregates of national and regional accounts for Union administrative purposes and, in particular, budgetary calculations”. Thus, anyone paid to watch such things (such as Treasury officials) should have known that there was a potential for impacting on UK contributions to the EU.

Then, in January 2014, Eurostat pitched in with a press briefing, explaining the impact of the changes – pointing out that the US – which had introduced the international standard a year earlier – had experienced  a 3.5 percent “boost” in its GNP – entirely due to the new method of accounting.

Making things abundantly clear, the press release also noted: which should have made things clear. National accounts, it said, “have a deeper role. They are at the source of many of the indicators that constitute the quantitative backbone of European economic governance. Gross Domestic Product (GDP), more precisely Gross National Income, is at the heart of the calculation of the EU budget”.

The European Union, we were also told, “will fully move to ESA 2010 in September 2014, when the data transmission programme included in ESA 2010 Regulation enters into application”. It warned: “The national accounts data will then be compiled all around Europe based on the new methodology”.

That most certainly should have rung alarm bells. Every year on 1 December, the Commission revises its estimates of member state liabilities for their annual contributions to the EU budget. And what was coming through was that the UK would be showing a rise in GNI higher than the European average.

Interestingly, the change to the criteria was flagged up by the Financial Times, but not until 23 April 2014 – nearly a year after the EU regulation had come into force. It did not reveal the UN source though. In our post, a few days later, though, we did track down the origin, noting that the FT was remarking that the picture on the UK economy (then improving) was to get even better in September when the UK “adopts the new international standards for national income accounting”.

Then, just to add to the picture, the change was also flagged up by the UK’s ONS in May 2014, and also by the Economist magazine in the August. This time, the UK’s relative position was shown, with an increment of about 4.5 percent in its GNP. As other EU member states were not increasing by the same amount, it should then have been obvious to Treasury officials that the UK’s contributions to Brussels were going to increase by a substantial amount.

If there had been any doubt, Eurostat – now with a legislative mandate to produce a new system – had in any case come up with a 655-page document in July 2013, describing the full methodology on the ESA 2010 standard. And it was this methodology that was to be applied by ONS, which calculated the figures and passed them to Brussels.

Currently, with the September 2014 implementation deadline passed, Eurostat has checked and approved the revised GNI figures prepared by the EU member states, and passed them on to Brussels. And it is on these figures that latest EU contributions have been based for the 1 December review – one of which Mrs Merkel was apparently aware, but was apparently unknown to Mr Cameron.

The irony now is almost too much to bear. When the UK joined the EEC in 1973, it was felt it that it was paying an excessive budgetary contribution – excessive because the UK was undergoing financial crises and its GNP was depressed.

It was then proposed that the contributions should be linked to GDP – which latterly became GNI – but this was not implemented until 1988 as the Own Resources Decision (ORD) 1988. But that was putting into effect the 1984 agreement with Margaret Thatcher at Fountainebleau, after she had settled Britain’s rebate. At the heart of Mr Cameron’s travails, therefore, is Mrs Thatcher’s famous “handbag” victory, reducing Britain’s contributions. Perhaps it should have come with a heath warning: “what goes down can go up”.

With Britain’s annual contribution to the EU now linked to GNI as a result of Mrs Thatcher’s endeavours, this made it inevitable that, with the GNI increasing under the new, UN-mandated system of accounting, Britain’s contribution was going to increase.

It is thus all very well for Mr Cameron to huff and puff about refusing to pay a “completely unacceptable” bill, but he has no grounds to do so. The original system was agreed by Margaret Thatcher. Amendments were approved by Tony Blair’s government and Gordon Brown in 2007, making them equally responsible, and the new system of accounting was agreed by Mr Cameron’s own government last year.

Thus, Mrs Merkel was absolutely right. Mr Cameron should not have been in the least surprised by the £1.7bn additional bill. This is nothing to do with the improvement in the British economy – it simply reflects a change in the accounting procedure, which has been on the stocks for two decades, the effects of which were predictable five years ago.

Although one is concerned for the poor benighted taxpayer, therefore, there can be no sympathy for Mr Cameron. This is the man who is in favour of continued membership of the EU: all he had to do was read the 727-page regulations which his government approved, or the 655-page explanatory document produced by Eurostat. He would then have known exactly where the UK stood.

With his government having agreed the new regulation, bringing in the changes to the way the GNI was calculated – and the consequences of those changes having been flagged up – Mr Cameron has no excuses.

Alexander Graf Lambsdorff, the German MEP who has been speaking to the BBC is absolutely right: “everybody has to pay their dues”. Whether we like it or not, his government is legally obliged to pay the bill, as it conforms with the system he personally endorses and which his government has approved.

But the biggest irony of all is that no-one ever set out to increase the UK’s bill. This is simply an unintended consequence of the routine processes of globalisation that are going on all the time – unseen and largely unrecognised. But once the UN had changed the system, the EU had no choice but to conform – leading to the current situation.

Presumably, Mr Farage is now going to demand that we leave the UN – one of the many villains of the story. But at the heart of Mr Cameron’s discomfort, it seems to me, is a failure of communication.  He should have been told well in advance what was going to happen.

And there lies a final irony – he was in Brussels trying to convince the “colleagues” to buy into his climate change fantasy, which is set to cost the UK £1.3 trillion by 2050. Against that, a mere £1.7bn seems small change.

Nigel Farage’s plans don’t affect the price of fish (yet)

The more successful Ukip is, the harder it is for him to maintain the anti-politics pose

Allow me to introduce you to the Four-Square Rule. The Conservatives need to be four points ahead of Labour in share of the vote if they are to remain the largest party in the House of Commons. A four-point Tory lead is therefore where the parties are “all square”. It is the break-even point between the Tories having the most seats, in which case David Cameron stays on as Prime Minister, and Labour overtaking them, in which case Ed Miliband moves in.

As the year ends, the Tories are on average five points behind in the opinion polls. That should not be too discouraging for Cameron. To go from five points behind to four points ahead seems a less than Herculean task, especially if voters start to feel better off next year, which seems likely.

Except that there is a bluebottle in the ointment – Nigel Farage. Number 10 was spooked last week by a full-page advertisement in The Daily Telegraph taken out by Alan Bown, a UK Independence Party donor, who has paid for polls in eight target seats. The polls were scary for numerate Conservatives, suggesting that the Labour vote was up by more in Conservative-Labour marginals than in national polls; that the Tory vote was down further than would be expected; and that Ukip was doing better than expected. In some places, this would hand Tory seats to Labour, with Ukip pushing the Tory candidate into third place.

Certainly, the Conservatives should take Ukip seriously. Lots of people want to vote Ukip, and for reasons which are not as unrespectable as is often pretended. Many of the party’s policies are nonsense, as anyone who has tried to reconcile its spending promises with its plans to cut taxes and borrowing can attest. But the impulse behind them is widely shared. Ukip is more than a conservative party, it is a party of reaction. It wants to go back to before 1971, when the UK Parliament could decide who was allowed to live in this country, when there were grammar schools (and secondary moderns) everywhere and marriage was heterosexual.

Farage is a brilliant leader of this popular emotion. Like Alex Salmond and George Galloway he is a separatist, adept at promising to separate people from reality. Like them, he is poorly understood by Westminster journalists, which is why we anticipated the SNP victory in Scotland in 2011 so poorly and Galloway’s win in the Bradford West by-election not at all. The European Parliament elections next year will give Ukip a good platform. “Half of the Tory tribe goes off and supports Ukip,” says a senior, gloomy Conservative. They treat European elections “like a weekend retreat”.

It will test the Prime Minister’s nerve, but there is a limit to populism. I hope that the Scottish people will show in September that an anti-London vote is one thing, independence quite another. Galloway cannot get himself elected in the same seat twice. And a year after Ukip won 17 per cent of the vote in the European Parliament elections in 2009, it secured 3 per cent in the general election. Ukip has money and members but not much time to build an organisation capable of electing MPs.

Then Farage comes up against another limit. The more successful Ukip is, the harder it is for him to maintain the anti-politics pose. His dinner with Rupert Murdoch in March made him look like just another politician; and it is notable that he rarely mentions same-sex marriage, although it really animates his new recruits.

His reluctance is part of his desire to keep his party away from some of the fruitier cakes of the better yesterday brigade, such as Godfrey Bloom, the former Ukip MEP who yesterday accused Farage of having done a deal with the Tories to stand aside in some seats in return for a peerage. (As if: the party would lynch him.)

However, Ukip is still a problem for the Conservatives. Bown’s polls confirm that Ukip has taken twice as many voters from the Tories as from Labour. But Labour is unlikely to win Thanet South as the result of a Ukip surge. If Farage stood, he could affect the result in one seat, but polls in individual constituencies have a poor record of predicting general elections, especially this far in advance.

National opinion polls are a better guide. In them, Ukip’s support currently averages 12 per cent – a long way from “breakthough”. And if Ukip does not break through, the only thing that matters is whether it takes more votes from the Tories than from Labour. The crucial point is that the damage Ukip has done to the Tories has already been done, and the Tories are only five points behind Labour. The question is whether Ukip will win over even more Tory voters rather than Labour ones between now and the election. I don’t think so.

Certainly, by the end of last week, Cameron’s advisers had calmed down about those Ukip polls, saying that they “hadn’t changed the price of fish very much”. They have to say that, of course, but I think they are broadly right. The success of Ukip makes it a harder for Cameron to get four points ahead of Labour, as required by the Four-Square Rule, but that is still an achievable target.

Or to put it more succinctly Farage and his cult of followers can be expected to do quite well in the EU elections but there is no reason to consider them in either the General Election of 2015 or the 2015 Local Elections.Consider the last EU election where they could claim 17% but the catastrophic collapse in the subsequent General Election where they gained an insignificant % and were nowhere near winning a single seat & where in the Local Elections out of almost 2,000 Local Seats up for election they were elected in less than 150.

Since which date a number of those who were elected have departed whether fired by the party for seemingly being a challenge to Farage or due to racist style foot in mouth blunders. Also let us not forget Farage has lost over 1/3rd. of his MEPs who have either quit his clique in disgust or defected to the Tories!

Then Farage has the further humiliation of the results of the 2013 by elections where out of 337 seats up for election UKIP were elected to a risible 15!

As we have stated again and again Farage and his lack of credible gravitas, rational policies or understanding of either the word Libertarian or the EU’s insignificance; as merely a rubber stamping office for global Governance, WTO, CODEX, UN etc.; have all reduced his party to being little more than the clown party, acting as a dustbin for protest votes, and now for that matter the dustbin for failed Tories and ex members of the BNP now that the BNP has collapsed.

Befouled and corrupted UKIP has no role to play in its present form in British politics their USP was a promise to be different and clearly they fell short of this and have become nothing more than the grubbiest of self interested politicians.

That the media fail to do their duty and expose the facts about UKIP is largely due to the dishonesty and corruption of the litigious nature of the party, I believe, it is easier for media lawyers to prevent stories exposing the facts than defend against dishonest claims and denials by UKIP!

A Lesson to learn on CODEX & increasing insignificance of The EU

 

Increasingly it is becoming obvious that the EUropean Union scam is coming unravelled with the EUro clearly over valued and only sustainable with continued subsidies and the near certainty that Greece, Spain, Portugal and probably Eire & Italy will have to drop out or face effective bankruptcy leading to reaching a Independent Voluntary Agreements that Gertmany will run and manage their economies and dictate austerity and policy through what ever dishonest front is decided on to hide the fact that they are no longer Countries but just puppet adfministrations, even more than Britain which was clearly asset6 stripped by the 13 unlucky years of management by the economically illiterate Gordon Brown & the posing of Alistair Darling.

It has been clear that the EU lacks clout on the world stage, hence Britain would be far Better Off Out of the EU negotiating trade direct with our markets and working within the framework of the more significant WTO and CODEX itself, to comply with the global economic rules directs as they come into force – the rules that the failed EU scam are forced to follow themselves!

David Cameron says our place is at the “top table” in order to pursue our national interest, and that includes the EU.

“The fact is”, he adds, “that it is international institutions, and in them, that many of the rules of the game are set on trade, tax and regulation”. “When a country like ours is affected profoundly by those rules, I want us to have a say on them”.

But, says Bjorn Knudtsen, Chairman of the Fish and Fisheries Product Committee, when it comes to international rules on food, to ensure public safety and fair trading, the UN body Codex Alimentarius, is the “top table”. 

 

As we described in an earlier piece, Codex is one of “three sisters” of international standard setting organisations recognised by the World Trade Organisation (WTO) “Sanitary and Phytosanitary (SPS) Agreement”, which together formulate global rules to protect human, animal and plant life or health.

Stopping off on Bristol to hear his wife deliver a conference on public health, Mr Knudtsen was on his way from Norway to Rome, to attend the annual Codex executive committee (pictured above, centre). 

 

As one of the regional heads of his country’s Food Safety Agency, and the a Codex committee chairman, he agreed to talk to us about the vital role of Codex, its relationship with the EU and with Norway and the EEA, and its task in making the rules that govern international trade.

What makes this particularly relevant is the ongoing controversy about the so-called fax law and Mr Cameron’s claim that – like Norway – we would be governed “by fax” from Brussels if the UK quits the EU.

As Mr Knudtsen pointed out, though, Norway – at least in his area of speciality – is not governed in this way, even though, paradoxically, most of the law covering fish and fisheries products does come from Brussels.

The paradox is explained by the way Codex works. Mr Knudtsen’s committee is 170-strong, with 50-60 countries most interested in seafood. The committee was established in 1963 and, with the active participation of the members, formulate the rules which the WTO accepts as the basis for trade.

Increasingly, member states and trading blocs – such as the EU – are adopting Codex standards as the basis for their own regulations, and are gradually undergoing a process where existing regulations are being changed so that they match Codex standards.

Thus, we have a process where standards are generated by member states working with this international body, for adoption by Codex. Often the EU (as indeed are other trading blocs) promotes their regulations, trying to get them accepted as the Codex standard, but the dominant driver is the science. This determines the standards necessary to protect public health and ensure fair trading practice.

Says Mr Knudtsen, a draft regulation may take 6-8 years to go through the system until it is finally approved, usually by consensus. Although there is a complex voting system, votes are usually avoided as being divisive. If there is not complete agreement, the preference is to rework the draft until all parties do agree. And, at any stage, a member state can veto a provision, through an informal process or, formally, by calling for a vote.

When it comes to Norway, trade in fish and fisheries products is a vital national interest, with 95 percent of products, worth €3 billion annually, being exported. And as an exporting country, says Knudtsen – like other major exporters – strict regulatory standards are a necessary and acceptable price to pay for what he terms “certainty”.

Companies preparing a product for export will not know from the outset the destination of any particular batch. Therefore, they want to be able to produce to a generic standard which will be accepted in any and every country to which the product might be despatched. They don’t want to be producing different batches to different standards.

But when it comes to framing those rules, Norway is fully involved right from the outset. It even pays approximately £250,000 a year to host the Codex fisheries committee. That gives Norway no specific advantage, Knudtsen says, but he agrees that it gives them what might be called “situational awareness” – an early and complete insight into what is going through the system.

Once the Codex standard is agreed, a hierarchy is created. Knudtsen openly admits – without the least hesitation – that Codex, and international bodies like it, form part of world government. Global trade requires global rules, and they produce them, handing them back to member nations and trading blocks such the EU and NAFTA, as well as the Asian blocs.

With the EU though, it also deals with the EEA, of which Norway is a member. We thus have a situation where the EU takes the Codex standards and in turn uses them as the basis of its own rules for its members and the additional EEA members.

At no stage, therefore, can it be said that Norway is simply the passive receiver of rules from Brussels. His country, says Knudtsen, has been involved at every step of the process from inception to the final formulation of the rules. Brussels then adds the EEA “packaging”, before passing it on, but the substantive issues have been agreed long before the standard formally reaches the EU. In no way, and at no time, does Norway ever feel that the rules have been imposed on it.

Be in no doubt that I seek to Leave-The-EU and therefore you may well feel my personal Patriotism may influence my various blogs – but when we see scoundrels, charming and affable as they may be to gain the populist vote of the ill informed , like Nigel Farage and his cult, who make grandiose speeches and childish insults to gain personal publicity one realises that neither he nor any aspect of The EU represent the values and interests or the British concepts of ethics, morality and the codex of British law and justice, which were the greatest gift Britain gave, spread and imposed around the world in the last 500 years.

Clearly we should Leave-The-EU and distance ourselves from the likes of both the EU and the spiv and scam style of its leading lights like Farage.

Many will be aware that Nigel Farage spoke out boldly promising his party would NOT practice nepotism and then he was exposed employing his wife for £30K a year when even his constituency office was unaware that he she did any ‘work’ for UKIP!

We noted he was not alone with Godfrey Bloom renting familky premises on the public purse and employing members of his staff. Graham Booth seeking to place a relation in position to take over his post as MEP when he retired and need I continue?

Then we note the outrage of Farage in denouncing EU incomes and income tax and the use of tax havens when he himself has proven overseas bank accounts which my blogs have identified years ago, in both Belgium and The Isle of Man – a trail of hypocricy recently picked up on by the media – though very late in the day and hardly ‘news‘.

A measure of just how cowardly and vile UKIP under its present leadership is and how clearly they are totally unfit for any position of authority are the lies and efforts to silence and discredit me to try to suppress the facts and the truth I publish about the leadership of UKIP and its parasites – published in an effort to clean up the party and make it fit for purpose as a party individuals of standing, ethics and morality might wish to endorse rather than a money spinner for a clique of self serving scoundrels!
