Farage And UKIP Split On NHS Privatisation

Nigel Farage suggests private insurance should fund the NHS but his health spokeswoman says UKIP supports state funding.

13:27, UK, Tuesday 20 January 2015

Louise Bours

Divisions at the top of UKIP have started to emerge after Nigel Farage and his health spokeswoman disagreed over the need for private health insurance to fund the NHS.

The UKIP leader said in an interview that the state-funded health service would in future need to be replaced with a private insurance model.

However, hours later he was slapped down by his own health spokeswoman Louise Bours who said Mr Farage was “entitled to his opinion” but the party had discussed and “rejected” the idea.

UKIP leader Nigel Farage talks to Sky News

Nigel Farage says an insurance-funded NHS model must be debated

Mr Farage had said private health insurance would be a “debate” to be returned to as the health service struggles to cope with an ageing population.

In a video from 2012, which emerged last year, Mr Farage set out his ideas for health funding, saying: “I think we are going to have to move to an insurance-based system of healthcare.

Video: 04/01/15 Farage On NHS Jobs

“Frankly, I would feel more comfortable that my money would return value if I was able to do that through the market place of an insurance company than just us trustingly giving £100 billion a year to central government and expecting them to organise the healthcare service from cradle to grave for us.”

In the interview for Radio 4’s Can Democracy Work? today, Mr Farage added: “There is no question that healthcare provision is going to have to be very much greater in 10 years than it is today, with an ageing population, and we’re going to have to find ways to do it.”

He has also said no foreigners should be allowed into the UK unless they can prove they have private health insurance to pay for medical expenses.

NHS funding has become a key battleground ahead of the General Election with the Tories, Labour and the Lib Dems all pledging increases in state funding.

In parts of the country Labour has seen UKIP make inroads into its support and a move to privatising the NHS would likely prove a vote loser.

Shadow health secretary Andy Burnham said a vote for UKIP was a “vote for the privatisation of the NHS”.

He added: “UKIP claim to stand up for working people, but in reality they are more Tory than the Tories. Farage will never be able to distance himself from his real views. He should be honest with the public.”

Ms Bours told the Huffington Post: “What people have to realise about UKIP is that we are much more democratic than other parties.

“Nigel is entitled to his opinion and others are entitled to theirs, we don’t whip people into all thinking the same thing, like the establishment parties. As he has said before, he raised the idea for discussion a while ago, the party discussed at and rejected it.

“I am certain that if the party discuss it again, we will reject it again. The vast majority of UKIP members, the British public and I will always favour a state-funded NHS.”

It is hard to work out what Ukip policy is as they seem to have become obsessed with immigration and anti Islamic rhetoric wich to most of us is just a thinly disguised form of racism. The xenophobic aspect is largely pandering to the failed in society who find themselves squeezed out of jobs by harder working and more determined EU immigrants from some of the old Communist block, who actually know what poverty really is and are determined to be gainfully employed at any cost.

Even when Ukip’s Manifesto is presented by The Glorious Leader of the cult one can not be sure it will turn out to be other than drivel, even with a glowing forward written for him and signed off by him!

Diane James one of Ukip’s more presentable MEPs has of couirse been in some form a consultant to and lobbyist in the field of the NHS and would surely have made a far more plausible health spokesman for the party than Paul Nuttall’s protege the ill mannered and mouthy Louise Bours (Dutch I presume!), who would seem to be on a mission to damage Nigel Farage so that her ‘chum’ would be better placed in any leadership bid!

That the tax payer’s pockets are not bottomless would seem to have dawned on some in Ukip and that they have failed to credibly cost any of their various woolly policies means that inevitably such high cost projects as the NHS are going to require an entirely different management structure and control on spending – obviously a nationally controlled insurance type scheme is well worthy of debate and only a moron would believe that thwe NHS can continue forward into the future without much greater control.

That Ms. Bours makes the grossly inaccurate statement that:

“I am certain that if the party discuss it again, we will reject it again. The vast majority of UKIP members, the British public and I will always favour a state-funded NHS.”
The NHS is not nor should it ever be considered to be ‘State Funded’ a notion introduced by the idiotic champagne Socialist after the appointment by Clem Atlee in 1945 of Aneurin Bevan and his extreme Communist wife Jenny Lee. A concept that Labour were determined to stamp as their imprimatur when they set out to destroy The Beveridge Plan they had undertaken to implement and support whichever party won the election. That Aneurin Bevan is described by socialists as the architect of the NHS is pure twaddle, it was he who was charged to build it in accord with Lord Beveridge’s Report, yet he could not help himself and tampered with the basic tennets leading to the polityicising of the service in just the way Ms. Bours has misunderstood it.

This is so typical of Ukip with their low grade appointees and Nigel Farage’s selection for preferment – they lack the gravitas and intellect for the task as is so manifest in the lack of achievement of Ukip, beyond duping the ignorant as a protest vote in EU elections!

How long is it since yuou last heard anyone in Ukip put forward a coherent, consistent and plausible case to Leave_The_EU now that they have jumped on the immigrant band wagon – so 22 years and still no responsible, viable EU eXit & survival strategy just endless bad publicity for their lack of coherent policy, overt and clandestine racism and their odious associates as they pander to the lowest common denominator in a race for the gutter and populism.

Perhaps we will find out just how scraped the barrel is and how the outfall of the ferrets fighting in the Ukip sack has mapped out as we note the various rumours regarding Tim Aker’s having quit as policy supremo within a month of the launch of Ukip’s Manifesto which in what can only be an emergency it has been announced that Suzanne Evans has been tasked with producing the document for Farage – which may well lead to increasing his insecurity and internal rivalry, as he will be tasked with the forward and signing of the document whatever drivel it contains, as he did in 2010 only to denounce his own document and seek to blame David Bannerman for the drivel!

I understand, from a normally unimpeachable source well connected in the upper levels of Ukip’s waring hierarchy – it would seem that Tim Aker’s associate and supporter Robert Ray is to apear in court shortly on drink driving charges subsequent to an event organised by or at least for Nigel Farage.

This may well be the cause of Tim Aker’s fall from grace:

RAY, Robert Ukip Cllr ex NF 02Nigel Farage with Robert Ray.One of UKIP’s more notorious ‘fruitcake’ councillors has been charged with drink driving after a boozy fundraiser attended by Nigel Farage. Cllr Robert Ray — who leads the party’s growing group on Thurrock council — hit the headlines last September after it emerged he was a former official and candidate with the far-right National Front.

While his involvement with the party was in the 1970s, Cllr Ray has freely admitted that he stands by his election literature from the period.

EXCLUSIVE: Thurrock UKIP leader on drink drive chargeRobert Ray with Nigel Farage

THE leader of the UKIP group on Thurrock Council has been charged with drink driving after a late night incident at a fundraising function attended by national party leader Nigel Farage and MEP Tim Aker.

Cllr Robert Ray was arrested in the early hours of last Friday morning after a dinner at the Orsett Hall Hotel.

A statement by Essex police said: “A man has been charged with drink driving after being arrested at Orsett. Robert Ray, 65, of Purfleet Road, Aveley, was stopped by officers at Orsett Hall at 2.15am on Friday, 13 June. He has been bailed and will appear at Basildon Magistrates’ Court on 1 July.

The event at Orsett Hall was a £55 a head fundraiser for UKIP organised by the Thurrock branch of UKIP, which is supporting Mr Aker in his quest to ‘double up’ as a Westminster MP after his success in the recent East of England European elections. He has been nominated as the party’s candidate for the Borough seat.

It is understood that Mr Farage and Mr Aker had left the function well before its close and that Mr Ray was leaving the scene himself in the early hours with his wife, and fellow councillor, Maggie O’Keefe-Ray.

Cllr O’Keefe-Ray, 62, was a recent winner in the local government elections for Thurrock Council, winning a seat to serve Aveley and Uplands, which her husband also represents.

Cllr O’Keefe-Ray, who suffers from a thyroid condition, blacked out, falling and cutting her head. Fellow party-goers alerted emergency services and when police arrived Mr Ray was arrested in charge of his car.
RAY, Robert Ukip Cllr ex NF 03 with wife Maggie
Mrs O’Keefe-Ray  was taken to Basildon Hospital by ambulance where she was treated and later released.

“It was all very unfortunate and we are feeling very embarrassed,” Cllr Mrs O’Keefe told the Enquirer.

Maggie O'Keefe Ray

Maggie O’Keefe Ray

UKIP councillor for Aveley and Uplands, Maggie O’Keefe-Ray has died.

The news was announced by UKIP on Thursday morning.

A spokesperson for UKIP said:

“UKIP Thurrock is sad to inform you that yesterday, 24th September 2014, Cllr Maggie O’Keeffe-Ray passed away.

She had been in Queen’s Hospital fighting a brain haemorrhage. Unfortunately the damage was too severe, that despite the best efforts of medical teams at Queen’s, nothing could be done. We would like to thank the teams at Queen’s for all the care and love they showed Maggie in her time there.

Our thoughts and prayers are with her husband Cllr Robert Ray and their family at this time.

Tributes have been paid to Maggie.

Tim Aker MEP, a close friend to Maggie and Robert said “Maggie lit up any room she was in. She had a smile and the time of day for anyone. We are all devastated and upset, but she will want us to soldier on. She will always be with us.”

Cllr Graham Snell, leader of the UKIP group on Thurrock council said “Maggie was the heart and soul of our branch. She was always ready with a big hug and a bigger smile.”

At this time, we request that the family are given privacy.

Hi,
when a subject has been widely covered by others I incline, due largely to indollence, in part due to lack of time I increasingly use the facility of Guest Posting articles to keep readers informed.
When Guest Posting I always try to provide a link to the original article on its original site on the internet, for those who may wish to dig deeper into the views of the original author/poster.
I also tend to add brief comment – when thwe comment becomes more than brief it clearly ceases to be just a Guest Post!
In the instance of the post below: suffice to say that with my fairly extensive personal experience and research regarding the NHS CLICK HERE I must say that there are styles of private insurance that I believe might well be a benefit to all were they to become compulsory for treatment in that area.
eg. I do NOT believe that the NHS has any duty to perform general life style adjustments, be that breast enhancement, tattoo removal and other forms of cosmetic surgery. Nor do I believe that the NHS has any duty to prolongue life by rigerous intervention beyond a certain (to be discussed and defined) period as with life support systems beyond a certain period when serious brain damage is the probable outcome.
There are of course many exceptions and areas that require debate on a far wider scale before decisions are made as with invitro fertilisation (IVF) when orphanages are over crowded with adoptable children and our population is already too high for the resources available etc. etc.
Let us not forget that it was the foolish actions of Aneurin Bevan who sabotaged the Beveridge Plan (a Liberal Peer) that was the foundation document of the NHS which was brought into being by cross party agreement prior to the election of the Labour Government after the war! Bevan sadly altered the agreed terms and politicised the organisation making it more of a life style programme than had been envisaged when the Tories and the Liberals had agreed to form the NHS.
But more of this elsewhere, in the mean time consider the views and facts provided by the author of the Guest Post below:

Paul Nuttall’s disappearing NHS comments

In the build up to the 2014 European elections I wrote a short article analysing the UKIP position on the NHS because I thought it would be a good idea to seek some clarity on the issue given that UKIP were going into the election with an absolute joke of a 12 page manifesto which made no statement at all on their health policy. I dug out some particularly interesting comments from the UKIP deputy leader Paul Nuttall on his website, which I quoted. I also provided links to the pages on his website so that people could check these statements out for themselves. Here are the quotes from UKIP deputy leader Paul Nuttall that I selected.“I would like to congratulate the coalition government for bringing a whiff of privatisation into the beleaguered National Health Service”

“I would argue that the very existence of the NHS stifles competition”

“the NHS … is not fit for purpose in the 21st Century”

Within a few days of my article going up, the posts where these comments were made disappeared from the Internet. This is not the first time that I’ve directed the public to take a look at something a politician has said on their website, only for the page in question to do a disappearing act. A previous example occurred when I pointed out how Lib-Dem energy minister Simon Davey had made a very rapid conversion from anti-nuclear to pro-nuclear once he got a job as energy minister in the Coalition government. The page on his website where he said “a new generation of nuclear power stations will cost taxpayers and customers tens of billions of poundsdisappeared within hours of me pointing it out to the public. It is wrong to assume bad faith in these kinds of scenario – after all, a politician who deleted pages on their websites in order to hide what they’ve been saying from the public, would be  doing nothing but demonstrating the fact that they don’t actually understand how the Internet works. Not only would they be assuming that bloggers like me are so naive that we wouldn’t screen grab what they’ve said (in case they decide to delete the page) which is something that any good blogger should do as a matter of course, they’d also be betraying the fact that they don’t know anything about Internet archiving services like The Wayback Machine. Here are the two blog posts that some people might suspect that Paul Nuttall and UKIP don’t want you to see, as recorded by the Internet Archive:

The content of the first of these links is particularly bad. Not only does the deputy leader of UKIP openly congratulate the coalition government for their highly controversial backdoor privatisation of the NHS (which was overwhelmingly opposed by the public and medical professionals alike), he also used pejorative language to smear the NHS and made up an absolutely corking lie about NHS staff ratios too. Aside from openly congratulating the Coalition government (the one that UKIP like to posture as an alternative to) for doing something that the vast majority of the public would object to if the mainstream media hadn’t deliberately obscured the reality from them, Paul Nuttall then joins in with the ongoing right-wing smear campaign against the NHS by deriding it as “inefficient” and “second rate“. As recently as 2011 – before the Tory NHS cuts really kicked in – the NHS was rated as one of the most efficient health services in the world, saving more lives per pound of investment over the last 25 years than any health service apart from Ireland’s. The fact that the private sector dominated US medical system came out as the most expensive and one of the most hopelessly inefficient systems blasts an irreparable hole in Paul Nuttall’s unmistakably pro-privatisation agenda.Probably the worst bit in Paul Nuttall’s disappearing NHS statement is where he resorted to outright lies to criticise the NHS by saying “for every nurse there is a manager“. This claim of a 1:1 nurse to manager ratio in the NHS is simply not true. The latest key statistics from the NHS show that there were 371,777 qualified nurses and 36,360 managers. That means that the real nurse to manager ratio for the NHS is significantly higher than 10:1. In my view it is totally unacceptable for senior politicians to go around spreading outright lies like this.  Some people might point to the fact that Paul Nuttall’s outrageous views on the NHS have disappeared like this as an indicator that he can’t be trusted. However I think it’s probably better off to not assume bad faith on Paul Nuttall’s part. If we imagine that he is experiencing genuine “technical difficulties” with his website (rather than deliberately trying to hide something he’d rather the public didn’t know about, as some might suspect) then the best course of action should be clear: We should try to help Paul Nuttall out, by making sure the public aren’t denied the opportunity to know his views due to the “technical difficulties” he must be experiencing with his website. I’ve made this infographic detailing Paul Nuttall’s disappearing NHS views. Please feel free to help him out by sharing it around.

Hi,

we hear Farage & the Tories competing for who can be seen to be most beastly to immigrants, the most effectively, but perhaps they should take a glance at the law as it actually stands!

Here is the law on Tourist & immigrant rights to Healthcare, or for that matter the rights of UK citizens (which due to the folly of being members of The EU includes all those millions of EU vassals and the subordinate states)

Healthcare

This page explains what healthcare you can receive while you are living in the UK.

You will be able to receive healthcare from the National Health Service (NHS). Some or all of this may be free of charge, depending on your residency status and how long you have been living here.

Permanent residents of the UK do not have to pay for treatment by a general practitioner (GP) or at a hospital.

Permanent residents on a low income may qualify for extra free healthcare such as NHS prescriptions, dental care, sight tests and vouchers to help them buy glasses. More information is on the NHS website.

If you are a visitor to the UK or have temporary permission to live here (known as ‘limited leave to remain‘), you may be able to register with a GP in your area and receive free treatment. The GP can decide whether or not to register you. You may not be able to receive the full range of hospital treatment, because you must be a permanent resident or have lived here for a year to qualify for it. This applies even if you are a British citizen or have lived or worked here in the past.

You can find out more about this in the Department of Health’s guidance for overseas visitors.

Some health services are free of charge to everyone. These are:

  • treatment given in an accident and emergency (A&E) department or in an NHS walk-in centre that provides services similar to those of an A&E department;
  • treatment for certain infectious diseases (but for HIV/AIDS, only the first diagnosis and counselling that follows it are free);
  • compulsory psychiatric treatment; and
  • family planning services.

Certain categories of people are able to receive the full range of hospital treatment. These include asylum applicants whose application is still being considered, anyone who has lived here legally for the previous 12 months, and diplomatic staff. For the full list, see the Department of Health guidance.

A few categories of visitor can receive treatment for conditions that occurred after their arrival in the UK. This includes residents of the European Economic Area, or of countries with which the UK has bilateral healthcare agreements. See our Rights and responsibilities page for European nationals. The Department of Health guidance also contains more details.

If you are not in one of the categories that can receive free treatment, you may be asked to pay for any hospital treatment you receive. You may therefore wish to ensure that you have health insurance to cover your stay in the UK.

In an emergency, you should go to the nearest hospital that has an A&E department. If you cannot get there yourself, phone 999 or 112 and ask for an ambulance. These calls are free from any phone, including mobile phones, but must only be used in an emergency.

For more advice and information, see the NHS website or phone NHS Direct on 0845 4647.

Hi,
my postings and attention have been a little distracted, for which I apologise, as I have taken a few days off to have a heart attack – IF you are interested there are further details on my health blog at: http://greglw.blogspot.co.uk
Back at home I have taken some time in catching up with the vagaries and stupidities of UKIP leadership and their foolish willingness to preen in faux praise like performing monkeys and small children.
So those who wish for a more accurate assessment of recent events may find the articles on UKIP racism, extremism and right wing bigotry at:

and those wishing to be informed may wish to consider the press articles and comments on various publications of interest at:

or the Derbyshire press at:

Clearly UKIP has had great good fortune in the stupidity and utterly irresponsible behaviour of Social Services at Rotheram which will, in the short term boost UKIP’s candidate Jane Collins far beyond her democratic merits as just another corrupt and undemocratic placement by UKIP leadership, and the time scale of the good fortune is excellent as it permits no time for responsible journalists to actually expose the undeniable dishonesty, corruption and racist associations.UKIP will of course be used, by flattery, as apawn to bring pressure on the government if not embarrassment as it is this level of childish tittle tattle that sells newspapers in a period between elections.

Clearly since we speak of a Yorkshire by election it is worth being minded of the old Yorkshire saying of:
‘The higher up the tree the monkey climbs
The more you see its ‘R’s.’Oh how very true of UKIP leadership who are such simpletons they are to vain to believe they are merely being used – Clearly there is not a wit of danger that someone so irrelevant and corrupted as Jane Collins could be elected so to make much of the situation for column inches and sales is merely journalistic mischief making.

On the more weighty issue of the desire of the common members of UKIP and most of the British peoples to Leave-The-EU the merits of a Referendum, a Royal Commission and Article 50 are of far greater significance than the idiotic and irresponsible behaviour of Farage, Bloom, Batten, Michael Fabricant and the like whilst UKIP’s sole performing monkey of any merit is still Nigel Farage as shown by thwe incompetence of Paul Nuttall in the media or the light weight and incompetent input of UKIP’s spokeswoman on the regional section of Andrew Neill’s programme on Sunday where her irrelevancy and ineptitude is writ large from 40 minutes onwards at: CLICK HERE

I have written on numerous occasions of the importance of Article #50 but permit me the indollence of merely republishing Richard North’s most recent piece on the subjest which makes many of the relevant points and also points out just how crss are those supposedly advising UKIP’s leadership!

EU politics: another modest proposal

On 7 July 2012, Booker raised the issue of Article 50, as a means of withdrawing from the EU. The piece drew a response from “veteran campaigner”, Torquil Dick-Erikson, in the following terms:

Article 50 is a trap: In the typical Napoleonic-state style, with one hand it purports to grant a right, the right to withdraw from the EU, but with the other hand it restricts it, so much so that it reduces it to nothing. The catch, hidden within article 50, lies in the two-year waiting period that a withdrawing state must wait before it can consider itself sovereign once again, if no agreement on the terms of withdrawal is reached with the others.

He was answered (by me) thus:

I would suggest that you have misread the Article. The two year period is a maximum, unless there is an agreed extension. See 50(3):

The Treaties shall cease to apply to the State in question from the date of entry into force of the withdrawal agreement or, failing that, two years after the notification referred to in paragraph 2, unless the European Council, in agreement with the Member State concerned, unanimously decides to extend this period.

In this instance, Torquil did not respond to the comment. But again, this time on 24 November 2012, Booker raised the issue of Article 50. And we got this from Torquil Dick-Erikson:

What Booker does not deal with here is the fact that Article 50 imposes a forced 2-year waiting period on any State that announces its intention to leave, and that does not wish to supinely accept the terms that the remaining EU would want to impose on it …

Christopher Booker has raised the idea of using article 50 before in his column. And here he is doing so again. I hope that next time he will deal with the issue of the enforced two-year waiting period that is imposed by this article. An imposition that prevents us from conducting negotiations for a new arrangement from the strong position of regained sovereignty.

Again he was answered:

Article 50 does not impose “a forced 2-year waiting period on any State that announces its intention to leave”. The article actually says:

The Treaties shall cease to apply to the State in question from the date of entry into force of the withdrawal agreement or, failing that, two years after the notification referred to in paragraph 2, unless the European Council, in agreement with the Member State concerned, unanimously decides to extend this period.

It thus sets a maximum timescale for the negotiations, of two years, which may be extended by mutual consent.

As before, Torquil did not respond to the comment. Instead (and as before), he e-mailed his own comment – and only his comment – to a select group of activists, reinforcing his own view that the only way to leave the EU was to repeal the European Communities Act 1972 – a proposition with which his correspondents completely agree.

My response last time was to note that there is a group of eurosceptics imbued with an absolute determination to fail. To keep the faith, they confine their discussions to themselves, never engaging in debate with anyone outside their circle. However, their malign influence on the likes of UKIP ensures the currency of a policy line – immediate withdrawal from the EU – which hands the game on a platter to the other side.

They offer a strategy guaranteed to maximise the disruption and uncertainty, reinforcing the europhile claims that leaving the EU would be a “disaster”. Under the terms of our eurosceptic clique, it most certainly would be so.

Out problem is that, as long as this self-deceiving rump of eurosceptics maintain their position, the likes of David Cameron can appear entirely reasonable in rejecting the idea of withdrawal. Only if they offered a well-structured exit plan, aimed at minimising disruption, would the eurosceptic doctrine pose a real threat.

There, of course, Mr Cameron has a way of completely neutralising the eurosceptic threat, if he choose to take it. With his very substantial resources, he could devise his own exit plan, couched in such terms as to make it clear that we would no longer be members of the EU, but defining a new relationship that was very litte different from full membership.

That would involve the UK withdrawing from the existing treaties which place our nations in the EU, instead forging a new treaty which would have the UK in alliance with the EU. That would entirely confirm with the traditional British policy towards Europe – interested but not absorbed.

Currently, in the pages of the Independent, Tory MP Michael Fabricant advises Mr Cameron to do a deal with UKIP. He should, the Conservative vice-chairman says, set out plans for a referendum on EU membership in exchange for UKIP not standing in the next general election.

On the other hand, there is no need for a referendum. Instead, Cameron could invoke Article 50, offering precisely the “new relationship” with the EU which he professes to want. This would bury UKIP completely. A Conservative Party, genuinely seeking a new settlement with “Europe” would leave Farage and his not-as-merry-men completely stranded, electorally isolated with nowhere to go.

However, there is another, perhaps more important reason why Cameron should take this line. Apart from the electoral advantages, which could guarantee him victory at the next general election, the constant bickering over EU membership is a dangerous distraction from the business of government. In order to focus on the issues at hand, this issue needs to be settled – and it will not go away of its own accord.

Invoking Article 50 and negotiating a new relationship with the EU is entirely compatible with Conservative Party policy, and with Mr Cameron’s personal aspirations. The fact that it is an option so hated by the eurosceptic groupescules could be taken as a bonus.
