Notes on the huge downside to UKIP joining a pan EUropean party 28-Oct-2010

On the day Cameron returns from Brussels having agreed to a de facto EU Treasury crying triumph I have saved the UK £400mn although we still have to pay an extra £400 mn I reproduce below Tim Congdon‘s notes on UKIP’s similar triumph bought by Bloom for a similar huge strategic give away.

Bloom and his boss Farage are quite happy to sell our birthright for a mess of pottage as it says in the Bible!

The funding of pan-European political parties
The following notes have been sent to me by Mr. Richard Teather, senior lecturer in tax law at Bournemouth University, to whom I am most grateful.
1) Pan-European political parties (or “Europarties”) are meant to be funded “from the general budget of the European Union”, although funds are actually administered by the European Parliament.

2) Europarties are alliances of national political parties.  Although theoretically individuals could join a Europarty directly, they generally do not.

3) Europarties overlap with, but are different from, the “groups” within the European Parliament. (Thus, before 1999 the Conservative Party was not a member of the European People’s Party as a Europarty, but it was a member of the EPP Group within the European Parliament.)

4) The party must meet various conditions to be approved as a “Europarty”, the main ones being:
  a) it must have political representation (at MEP, MP or regional assembly level) in at least a quarter of EU Member States [i.e., in seven states];
  b) it must “observe, in particular in its programme and in its activities, the principles on which the European Union is founded, namely the principles of liberty, democracy, respect for human rights and fundamental freedoms, and the rule of law”; and
  c) it must “have participated in elections to the European Parliament, or have expressed the intention to do so”.

5) Funding of 10.6 million euros per year* is available and to be shared between all the recognised Europarties.  Some funding (1.6 million euros) goes equally to each recognised Europarty, but the remaining 9 million euros is divided up according to the number of MEPs each Europarty has.  It is therefore very valuable for a Europarty to have MEP members. At a rough calculation, each MEP member must be worth almost 15,000 euros p.a. to the Europarty. (* The number relates to 2008 and is probably much higher in 2011.)

6) Restrictions are imposed on what a Europarty can do with its funds. In particular funds can only be used for pan-European campaigns, not for “direct or indirect funding of national political parties or candidates”, and funds cannot be used “to finance referenda campaigns”. 

7) Additional funding of 5 million euros (again, the figure relates to 2008) for European “foundations” where “foundations” are think-tanks linked to each Europarty.

8) A Europarty based on the current EFD group (which has 32 members) would get funding of almost 600,000 euros p.a. plus funding of around 250,000 euros for an associated “foundation”. 

These notes make sense given what I have heard elsewhere about the funding of pan-European political parties, but raise further questions. In fact, the whole subject is puzzling.
On the face of it, the EFD group would pick up a little under one million euros a year if all its constituent parties – including the UK Independence Party – decided to form a Europarty. 
Frankly, this is chickenfeed relative to
i.         the larger issues raised by the UK’s membership of the European Union and
ii.       the sums of money routinely discussed in British political fund-raising.
I am astonished that anyone involved in the leadership of UKIP could want to convert the party into a Europarty for such a trivial amount.
True enough, the basis of allocation between the notional Europarties is such as to encourage “groups” to convert themselves into “Europarties”. The European Union imposes a limit on the total that can be spent on Europarties. In other words, the trough has only a finite amount of swill inside it. If one group in the European Parliament does not convert itself into a Europarty (such as the proposed “European Alliance”), the amount of swill available for the other groups (i.e., those which do convert themselves) is higher than would otherwise be the case. Hence, the two sentences in the Bonici e-mail, “The European Alliance will help parties dissiminate [sic – she meant ‘disseminate’] information by using European funds available to us, and if we don’t apply the other Parties/Alliances such as the PES, EPP, Greens etc… will have the money which is allocated to us to share between them. Basically it is like giving ammunition to your enemy for free.”
Nevertheless, it remains unclear to me what advantage UKIP would get from belonging to a Europarty such as the proposed “European Alliance”. The 600,000 euros (plus or minus 250,000 euros) could not be used for a specifically British political purpose in this country, but must instead be part of a pan-European political programme of some sort. Since the UK Independence Party is the only significant political force in the European Parliament committed to its nation’s withdrawal from the EU, how could such a pan-European political programme be to UKIP’s benefit?
Interestingly, Europarty money cannot be used for the purposes of promoting referendums. Indeed, this seems to be specifically identified as an unacceptable destination of Europarty money. 
There is an obvious – indeed hilarious – discrepancy between item 6 in Richard Teather’s notes above, and item 4, with its assertion that the EU “is founded” on “the principles of liberty, democracy, respect for human rights and fundamental freedoms, and the rule of law”. Democracy? Oh, yes, the EU is founded on the principle of democracy, until Europe’s peoples vote against further European integration. When any of Europe’s peoples vote that way, the EU and its related “political class” ignores their democratic verdicts. Remember how the EU’s politicians and bureaucrats overrode referendum results in Ireland, France, the Netherlands, etc.
Since any money arising from Europarty status cannot be used to promote UKIP in the UK, I cannot see any purpose in seeking Europarty status. My view is that UKIP should have nothing to do with Europarties.

As the European Parliament prepared to vote for the Maternity Vote measures, several MEPs brought in ballons as a symbolic message. It seems however that after President Buzek asked them to put away the balloons, one of them (not yet identified), attached the helium filled devices to the chair of the UKIP leader in the EP, making them lift into mid-air during the rest of the session, with substantial shouts of protest from his UKIP colleagues (and it seems some cheers from other MEPs). Let’s say that for once he was able to attain higher spheres in terms of EU discussions.

UKIP: Jaroslav Paska & why Nigel Farage has some explaining to do



The Parliamentary Assembly is one of the Council of Europe’s two main statutory bodies and represents the main political tendencies in its member states. The Assembly sees itself as the driving force in extending European co-operation. Like the European parliament, members of the assembly sit in political groups, one of which is the European Democratic Group (EDG). Between 2007 – 2009, the vice-chair of this integrationist group was Jaroslav Paska, now sitting as an MEP in Nigel Farage’s EFD group.

Paska is also a member of the “Euronest” parliamentary group, which seeks to establish enhanced relations with the EU’s neighbouring states, many of which aspire to EU accession.

Speaking in the European Parliament Paska called for greater cooperation amongst EU member states in fighting the economic crisis: “I would like to point out that the Lisbon Treaty is entering into force at a time of economic crisis in Europe. The current decisions of the governments that have taken steps to overcome the economic crisis were not effective, were not efficient and from this perspective, I think that we must proceed in future in a more coordinated way and not take ad hoc decisions which fail to produce a sufficient effect in terms of supporting employment and economic development.” he said.

Paska not only advocates greater cooperation, he wants to enforce it. In a recent question to the European Commission he wrote about: “recent developments in energy regulation in Greece which require immediate attention, since they depart from the agreed EU policy on the promotion of high-efficiency cogeneration.”

Complaining about a two year delay in the implementation of a Commission directive in Greece, he finished by asking:

“What is the Commission doing to ensure that the Greek Government complies with the relevant directive?”

Could Nigel farage, and indeed his fellow MEPs, please explain to UKIP members exactly how the party’s association with Mr Paska – a vice chair of the EFD group – will help get Britain out of the EU?

here is a video I found on YouTube of a radio interview of Nikki Sinclaire MEP doing the job UKIP MEPs were elected to do – she has just taken 30 residents of her constituency to the EU Parliament to protest for their Human Rights stolen by membership of The EU.

Sinclaire not only stood her ground but left UKIP to mud wrestle in its gutter whilst she got on with the job she was elected to do.

Residents can have their say when Battle bus arrives

WEST Midlands’ MEP, Nikki Sinclaire, is bringing her ‘Have Your Say’ Battle Bus to Worcester on Friday, October 1.


Her aim is to get 100,000 signatures for her petition to demand a referendum which would give British people the chance to say ‘yes’ or ‘no’ to being part of the European Union. She plans to visit 50 locations across the West Midlands by the end of February 2011 to rally support.


Anyone under the age of 53 has never had the chance to vote on this issue, which Nikki believes is wrong. The last time the UK held a referendum on the Common Market, at it was then known, was in 1975.


Despite the fact that, if successful, the campaign outcome could put her out of a job, Nikki thinks people should decide whether it is right that: The UK contributes £45 million a day to the EU – that’s £16,425,000,000 each year 75% of our UK laws are decided by the EU yet the UK has only 72 of the 736 MEPs in the EU Parliament Each day we buy £5 million more from EU countries then they buy from us Nikki Sinclaire and her Battle Bus will be at Tesco’s in St Peter’s Drive, Worcester from 10am to 3pm on Friday, October 1. As well as encouraging people to sign the petition, she’ll also be on hand to listen to people’s concerns, answer their questions and encourage them to take back control of their own country.


Nikki said: “I was elected to say NO to the EU and now I am giving the electorate a chance to have their say. This argument has gone on far too long – for the sake of our country, we need this issue settled once and for all”.

Protest in Strasbourg

 Heavy handed security criticised by MEP

Middle England descended on the European Parliament in Strasbourg this week to protest against the granting of “special rights” for travellers by the ECHR.

The Strasbourg based court has granted special rights that include priority access to healthcare and education, and which allow travellers to settle on land which otherwise not be considered suitable for residential purposes. Villagers from the West Midlands village of Meridan – which is geographically at the very centre of England – have had their lives disrupted by the arrival of a large number of travellers who have churned up a swathe of protected Green Belt land, and have moved caravans and other vehicles onto the land.

“If you give one group of people special rights” said MEP Nikki Sinclaire “then others automatically become the losers. All discrimination is wrong.”

Rather ironically, the 30 or so residents, who staged a brief protest outside the Parliament building, attracted the ire of both parliament security staff and the French Riot Police. It would seem that as they were wearing T-shirts carrying the name of their organisation – Residents Against Inappropriate Development – they were considered a danger to the security of the parliament. Before they were allowed into the parliament itself for a pre-planned meeting the residents were forced to remove their shirts, leading to the spectacle of a number of people, some quite elderly, being forced to change their clothes in the street under the eyes of armed police. “This was nothing short of an outrage”, said Ms. Sinclaire.

The planned meeting eventually went ahead, and letters outling the nature of the protest were handed to President Buzek, and to President Costa at the ECHR.

Hi,
I may well think that Gerard Batten UKIP MEP is little better than an excrecence with no manners, no charisma, little personality, no understanding of Justice and far better suited to running a telephone shop for BT than acting to represent ANYONE.
Gerard Batten is unreliable, untrustworthy and clearly dishonest.
Gerard Batten is a self serving creep without loyalty, integrity or morality – a Racist, anti Jewish, anti Muslim, anti Homosexual, pro EU membership supporter of UKIP’s membership of the Pan EU Political Party EFD group.
Gerard Batten is a contemptible little man who has done next best to nothing to move Britain one iota closer to leaving the EU.
You will note Gerard Batten openly colluded in the utterly corrupt selection process of UKIP leadership, of which he is a part, relative to the dishonest and corrupt selection of UKIP potential MEP candidates – he even employed the liar Michael McGough to promote the corruption.
Batten’s only independent claim is that he had a member of his staff do a re-write of the Government Pink Book on expenditure ie the cost to Britain of EU membership – The fiirst one he had produced was in 2006 and he has publish an update annually – here is the latest one as advertised on his web site CLICK HERE So I guess his staff have managed to produce two!
That slime like Batten disgust me and represent nothing that I value about these United Kingdoms may possibly have dawned on you, but he does deserve the right to defend himself against a very personalised attack by a fellow MEP.
Nothing like a good cat fight and who better to be involved than Gerard Batten and Mary Honeyball of Labour they are a fairly well matched pair with so much in common!
SECONDS OUT SECOND ROUND:

Mary Honeyball Labour MEP 
– Tells lies about Gerard Batten MEP

Mary Honeyball Labour MEP for London for reason known only to her has chosen to tell lies about me on her website the misnamed, ‘The Honeyball Buzz’ (who exactly is she trying to kid?).
I am flattered that she sees UKIP as such a threat (as she should) and that she needs to attack me, but telling lies about me personally is not the way to do it. I have asked her nicely to take down the lies and write a retraction. She has ignored my request.

I am advised that what she says is libelous and actionable but that the only people who make money out of libel actions are libel lawyers. Therefore I will counter to her lies with the truth, and respond by telling some truths about her.

I won’t waste any time responding to her political criticisms since they are the product of her politically correct, one dimensional and simplistic perspective and not worth the trouble. But I will deal with some of the specific lies she tells about me.
The lies.
She says about me, ‘he… does not pay his taxes’. This is a lie. I have been paying taxes on PAYE since 1972 solely in the UK. I have always paid every penny in tax that that I was ever liable for.
She says about me that she exposed that ‘I was covering up my financial records’. This is a lie. I have carefully complied with all the rules, regulations and requirements of the European Parliament in full and on time.
If Mary is referring to my signed and blank Financial Declaration published on the European Parliament website, it is blank because I don’t have any financial interests to declare. Unlike her I don’t have to declare the use of a free tram pass in Strasbourg, free rail travel in Belgium, and free parking in City Airport – because I don’t use them. However as she is obviously taking advantage of whatever is going free I expect she assumes everyone else is doing the same.
She says that I am ‘not keen on people of different races mixing’. This is a lie. It is based on her deliberate misrepresentation of serious articles I have written on the doctrine of political multiculturalism (which I don’t believe in). I have many constituents, acquaintances, friends and family of different races who can demonstrate her lie is just a pathetic attempt to smear me.
She says it is a ‘UKIP proposal to cut back public spending by killing prisoners’. Another lie. Again based on a deliberate misrepresentation of a speech I made on the death penalty in South Korea. I do believe in the return of the death penalty in the UK for some crimes, but it is personal view not UKIP policy. I can make a serious case explaining why I am in favour of it – could Mary make a serious case to the parents of the victims of paedophile murderers why she is not? I doubt it.
Mary is “absolutely useless” says colleague.
Mary Honeyball holds her seat only because of positive discrimination. In 2008 the Labour Party’s selection rules said that if the first candidate on the list was a man the number two had to be a woman. That is why a hard working and conscientious sitting Labour MEP (Robert Evans) was passed over so that Mary Honeyball was elevated to number two. She doesn’t hold her seat because she was the best candidate but because she is a woman. She gives positive discrimination a bad name and that is an insult to all men and women who expect to succeed on merit.
No wonder that one of her Labour MEP colleagues confided to me in desperation over a coffee that she is “absolutely useless”, and that she only achieved her position second place on Labour’s London list “because she is a woman”.
Mary Honeyball’s record compared to Gerard Batten’s and her own Labour colleagues.
In her first five year term (1999-2004) Mary only managed to speak in the Parliament a total of 12 times.
In my first term (2004-2209) I managed to speak a total of 184 times. During that period Mary managed only to speak only 17 times. What exactly was she doing during the monthly Strasbourg sessions for five years? Going on tram rides using her free pass perhaps? Composing lies for her website? Who knows?
Since we were both re-elected in June 2009 I have spoken 30 times but Mary has only managed to speak once, and on a subjected related to Italy. She is the worse performing Labour MEP in the Parliament. At the time of writing (1st April 2010) her Labour colleagues have spoken an average of 12 times each to her once. And I have spoken more times than any one of them.
Prior to the European elections in June 2009 the Open Europe think-tank rated all sitting UK MEPs on their record for openness and transparency. Gerard Batten was rated 9th out of 78, Mary Honeyball only managed 35th place.
Labour has the nerve to criticise UKIP?
There is a lot more I could say but just to finish off, it is a bit rich for a representative of the rotten to the core Labour Party to criticise me and UKIP.
The criminal incompetence of Gordon Brown has brought Britain to the edge of bankruptcy after thirteen years of criminal mismanagement of the economy.
Labour took us in a war in Iraq on the basis of lies. Meanwhile Tony Blair, the man who told those lies is now lining his pockets with millions of dollars made as a result of the connections he made while in Downing St; all this while some of our bravest young service men and women are returning home dead and maimed. But if you speak out be careful, under Labour’s terrorist legislation they have criminalised a young woman just for reading out the names of the war dead at the Cenotaph.
Labour has deliberately given us unlimited and uncontrolled immigration in order to create a problem that is not meant to have a solution in the name of ‘diversity and multiculturalism’. They have damaged the education system to such an extent that hundreds of thousands of children now leave school unable to read, write or count properly. Crime is now out of control in many parts of Britain.
Soon to be out of work ex-Labour MPs and cabinet ministers ply their dubious services like “cabs for hire” prepared to sell whatever knowledge or influence they think they have to the highest bidder.
Worse than that many prominent Labour MPs including some Cabinet Ministers and Gordon Brown were first installed in safe seats in the 1970s and 1980s by Labour Party organisers now known to have been working for the KGB. This is a matter of historical record and a book on the subject by Russian political historian Pavel Stroilov will be published shortly. Some of Mr Stroilov’s work in this vein has already published in the Spectator magazine and he recently revealed the communist agenda of the Unite Trade Union in its bankrolling of the Labour Party (Daily Mail 24th March 2010).
It should not therefore be surprising that the Labour Party and Government no longer able to serve the Soviet Union are now dedicated to betraying Britain to the European Union. In the most cynical political move ever they reneged on their 2005 election manifesto pledge to hold a referendum on the European Constitution/Lisbon Treaty.
So while I try to remain on polite and friendly terms with my political opponents in the European Parliament my readers might understand why I don’t take kindly to being personally attacked with lies by a lazy, nonentity of a political place-woman representing an incompetent, corrupt and traitorous political party.
