Brigadier Anthony COWGILL a Pillar In The Defence Of Freedom

Last Sunday a man I am very honoured to have spoken with extensively over several years died – it was not until his death last Sunday that I realised his age. In our conversations he was generous with his time and tolerant of my naive questions as I sought to learn ever more about my Country’s enemies of The EU.

I deffer to the words of Christopher Booker who knew him considerably better than I.

After eight years of tortuous discussion, the Lisbon Treaty, by hook or by crook (but mostly, some would say, by crook), is all but a done deal. The EU will shortly have its constitution by any other name and take its place on the world stage as a fully fledged government, complete with its President (not Tony Blair), Foreign Minister (not David Miliband), an unelected Cabinet (in the shape of the European Council) and enormous new powers over all our lives.
Strangely, however, thanks to the skulduggery whereby they had to pretend that the treaty was not the constitution they wanted, we are not yet officially allowed to read the constitution we shall all have to live under. To assist their sleight of hand, the document the politicians signed at Lisbon consists only of amendments to previous treaties (copied out verbatim from the rejected constitution). Read out of context, these amount to little more than gobbledegook.
The one person who made it possible for us to read our new constitution in comprehensible form was Brigadier Anthony Cowgill of the British Management Data Foundation (BMDF). With extraordinary diligence, and much aided by his son Andrew, he produced a “consolidated” version of the treaty, putting all the amendments into context. What is more, over the past 17 years, Tony Cowgill had performed this invaluable service for each new European treaty in turn, used by politicians, civil servants, lawyers and others all over Europe.
On Thursday night this remarkable man, an unsung hero of our time and a good friend of mine for over 20 years, died just before his 94th birthday. Last Sunday, in my last conversation with him, he said “the secret of remaining active is to remain active”.
I hope to be able to pay proper tribute elsewhere to Tony Cowgill’s various impressive contributions to our country’s life, including his leading part in correcting the woeful misrepresentations of the episode in Austria at the end of the Second World War, when we handed back a large number of Cossacks to the Soviet Union. Brigadier Anthony Cowgill

Brigadier Anthony Cowgill, who died on October 29 aged 93, had a varied career as a soldier; as chief industrial engineer for Rolls-Royce; and providing high-level liaison between many of Britain’s leading companies and government policy-makers. But his two most notable contributions – illuminating one of the most controversial episodes of the Second World War and explaining the “gobbledegook” of EU treaties – were made at an age when most people have retired.

The first of these achievements centred on the British Army’s handover, in Austria in 1945, of 47,000 Cossacks to the Soviet Union. This later led to widely publicised allegations that Harold Macmillan, in 1945 Britain’s political representative in the Mediterranean, and Lord Aldington, a senior officer in Austria at the time, had conspired to defy orders and higher command by handing over the Cossacks to almost certain death. Exhaustive researches by a small team headed by Cowgill showed that the charges were baseless and had arisen from a fundamental misreading of the historical evidence.
The second initiative to win him plaudits was to present the ever more complex series of European treaties in a form which made them uniquely comprehensible. His annotated editions of each treaty, from Maastricht to Lisbon, continue to prove invaluable to politicians and many others.
He was then, as India prepared for Independence in 1947, seconded to the Partition Commission, organising the separation of the country’s armed forces between India and Pakistan, after which he was assigned to the new Pakistani army. This led to what he described as the most worrying moment of his life. Returning to his Lahore headquarters one day he found himself, in British Army uniform, the only white man on a train overrun by thousands of armed Pathan tribesmen bent on seizing Kashmir. Sure his last hour had come, he was highly relieved when, addressing him as “sahib”, they treated him instead with friendly respect.
After serving in the Korean War, Cowgill eventually retired from the Army as a brigadier in 1969 to become Chief Industrial Engineer to Rolls-Royce. He was closely involved in the final stages of the development of the revolutionary RB-211 jet engine, the costs of which led to the firm’s bankruptcy and its nationalisation by the Heath Government in 1971, although the RB-211 was ultimately a huge commercial success. In 1979 Cowgill set up the highly-respected British Management Data Foundation (BMDF), run from his home in the Cotswolds, to provide expert briefing to many of the leading companies in British industry and to assist them in high-level liaison with government on matters of common concern.
In 1986, then aged 71, he was shocked to read The Minister and the Massacres, a book by Count Nikolai Tolstoy accusing Harold Macmillan of having conspired with senior Army officers in 1945 to commit a “war crime” by handing over large numbers of surrendered Cossack and Yugoslavs to face death at the hands of their Communist enemies, in flagrant breach of military orders. Since this was the gravest charge ever levelled at a British prime minister or at the British Army, he invited Lord Brimelow, a former permanent head of the Foreign Office, and the journalist Christopher Booker, both of whom had studied this unhappy episode, to join him in a full investigation of the facts.
Initially all three had found Tolstoy’s account persuasive, but were aware that there were significant gaps in the evidence. By a remarkable feat of detective work over four years, Cowgill managed to track down all the missing signals and orders necessary to a proper understanding of what had happened. In particular, thanks to inspired guesswork, he discovered in a Washington archive 127 unopened boxes containing many key documents previously thought lost. What gradually emerged was a picture of the events totally at odds with the version given by Tolstoy.
In 1989 many of these documents played a part in the libel action brought by Lord Aldington against Tolstoy, resulting in the largest libel damages ever awarded in a British court (£1.6 million, although this was never paid). When, in 1990, the Cowgill team published, it revealed that the part played by Macmillan had been quite irrelevant to the fate of the Cossacks. The handovers had been fully authorised from General Alexander down, in full accord with established Allied policy. Indeed, several of the “massacres” described by Tolstoy had never in fact taken place and the majority of Cossacks were released from gulags after a year. Cowgill’s report, The Repatriations from Austria in 1945, was praised by leading historians as a model of its kind.
In 1992 Cowgill was again shocked to learn that Parliament was being asked to approve the Maastricht treaty before MPs had been given the chance properly to read it. All they were given was a series of amendments to the existing treaties, which read out of context were no more than gobbledegook (a Foreign Office minister said it would be “improper” to publish a complete version of the treaty before it was ratified). With the aid of his son Andrew, Cowgill worked round the clock to produce a “consolidated” version, putting all the amendments in context. Sir Keith Joseph, a former Tory Cabinet minister, then arranged for copies to be circulated to every MP before the Maastricht Bill came up for second reading.
The BMDF’s edition of the treaty proved so uniquely valuable that it was given semi-official status, much in demand by policy-makers and many others, not only in Britain, but also in Europe and America (one admirer was Henry Kissinger). Cowgill and his son went on to produce similarly authoritative editions of all the subsequent EU treaties, right up to their latest, The Lisbon Treaty In Perspective.

Tony Cowgill was a shrewd observer of the world, believing that public policy must be “data driven”, and rest on properly researched evidence. It was this which led him to increasing scepticism on many issues, from the value of our membership of the EU to global warming. In 1948 he married Anne, whom he had met in India where she was serving as a WRNS officer. She died in 2005, and he is survived by their son and daughter.

I will add hereto any Official published Obituary which I spot as it is clear that Christopher knew Tony Cowgill far better than I he makes no pretence that this brief clip of his life is anything more than just that ‘a brief clip’.

In wishing Tony’s son our condollences at his loss let us hope that we are not to loose too much in his demise and that Andrew continues his Father’s exemplary work of enlightenment, continuing the work of The British Management Data Foundation, where they had worked together for many years in Stroud.

Nikki Sinclaire in the EP today in an impromptu press confernce after her meeting with President Buzek

Hi,

I’m a little short of detail at the moment but I understand that Nikki Sinclaire had a meeting with Jerzy Buzek  The President of The EU‘s pretend Parliament today. I gather from my contacts that the details were given at a Press Conference after lunch in The EU Brussels building.

We understand that an official complaint has been made under the sexual orientation laws of The EU against Godfrey Bloom MEP for UKIP for yet another of his crass foot in mouth incidents.

So Blooms latest ways of best representing UKIP in the manner which reflects them is copulating with a black prostitute on the bonnet of a car in a street! legging it to avoid payment in a bordello, giving at least one speech drunk in the EU’s pretend parliament, making crass sexual remarks about women guests of UKIP, urinating in the corridors of hotels and getting banned, leaking eMails showing the ultimate betrayal of UKIP by himself and his duplicitous colleagues in forming a new racist and intollerant Pan EU Party of the gutter sweepings willing to associate with such low lifes and nere do wells as UKIP MEPs.

Now Godfrey Bloom is under investigation by the parliament and likely to face censure and bring UKIP into further disrepute for his open and tasteless anti homosexual remarks designed to denigrate and defame Nikki Sinclaire.

This latest crass behaviour of this unpleasant little man is likely to cause UKIP considerably greater problems than may be at first appreciated as it would provide proof positive of gender and sexual orientation prejudice in the very structure of UKIP together with other easily identifiable instances in future legal hearings hearings should Nikki Sinclaire decide to expose the corruption of Farage‘s UKIP.

I very much doubt UKIP has heard the last of their vile behaviour.

Is it any surprise that only the gutter sweepings of EU politics wish to have anything to do with Farage and his risible standards as leader of his fiefdom.

My complaint against Godfrey Bloom MEP

After I was elected to the European Parliament in 2009 I raised serious questions over the composition of the political group – EFD – that my party, UKIP chose to join.

Immediately, I identified extremist behaviour including homophobia from the Italian Co-Presidents of the group, Liga Nord. I since discovered convicted racists, anti-Semitic and further homophobia. I found it incredibly difficult to accept that my colleagues parties called for racial segregation on Italian public transport, that the gas chambers in Auschwitz were nothing more than disinfecting chambers and its former mayor of Treviso called for the “ethnic cleansing of faggots” from his city.

I tried hard to change the situation, but my protests were ignored. I felt obliged, in order to stay true to my beliefs and values, to resign from the EFD group.

As a result of this I had the UKIP whip removed, and I now sit as an independent MEP. A fellow MEP, Mike Nattrass also left the group for the same reasons as myself. He has not had the party whip removed. I will leave you do come to your own conclusions as to why that may be.

I have recently been subjected to harassment and intimidation from a number of sources. This has now spilled over into the Parliament itself, and I have today met with President Buzek, who has very kindly re-arranged his busy schedule to meet with me. He considers this a very serious matter and launched an investigation in respect of my formal complaint I have made against a fellow MEP, Godfrey Bloom.

I have been abused and intimidated by this gentleman, and my staff have had to publically endure verbal abuse attacking me.

There should be no place for harassment, for intimidation, or for homophobic abuse anywhere in our society.

These events have been deeply distressing. I am now publically calling on Mr Bloom to do the honourable thing and apologise. 

Is it any wonder that even Mike Nattrass has woken up, if belatedly! Of course Nattrass not being the sharpest knife in the box has, as ever, taken far too long to make a decision thus rendering his own decision all but irrelevant when finally it occurred! It has ensured that Nattrass will be dumped by Farage and prevented from joining his new gang, something Farage had hoped not to do as he seems hopefull of having the 4000 income on each MEP and also travel issues to bribe other MEPs to join his gang.
In reality this will actually be beneficial for Mike Nattrass as long as he has the self confidence and can hire staff competent to guide him as an Independent MEP either fully Independent or Independent UKIP as with Nikki Sinclaire – under which circumastances with guidance Nattrass will prove far more effective than any of Farage‘s diminishing claque of utterly useless MEPs.
Independence in the EU Parliament working with a common aim to Leave-the-EU is realistically the only way to act with integrity for any British Politician either in the EU’s so called Parliament or ethical politicians in Westminster or local Government. Having struggled to reach the higher moral ground let us hope Nattrass does not get scared of standing on his own feet and seek someone to hold his hand such as Robin Tillbrook and his failed English Democrats, which would be the end of what little credibility Mike Nattrass is trying to claw back.

Notes on the huge downside to UKIP joining a pan EUropean party 28-Oct-2010

On the day Cameron returns from Brussels having agreed to a de facto EU Treasury crying triumph I have saved the UK £400mn although we still have to pay an extra £400 mn I reproduce below Tim Congdon‘s notes on UKIP’s similar triumph bought by Bloom for a similar huge strategic give away.

Bloom and his boss Farage are quite happy to sell our birthright for a mess of pottage as it says in the Bible!

The funding of pan-European political parties
The following notes have been sent to me by Mr. Richard Teather, senior lecturer in tax law at Bournemouth University, to whom I am most grateful.
1) Pan-European political parties (or “Europarties”) are meant to be funded “from the general budget of the European Union”, although funds are actually administered by the European Parliament.

2) Europarties are alliances of national political parties.  Although theoretically individuals could join a Europarty directly, they generally do not.

3) Europarties overlap with, but are different from, the “groups” within the European Parliament. (Thus, before 1999 the Conservative Party was not a member of the European People’s Party as a Europarty, but it was a member of the EPP Group within the European Parliament.)

4) The party must meet various conditions to be approved as a “Europarty”, the main ones being:
  a) it must have political representation (at MEP, MP or regional assembly level) in at least a quarter of EU Member States [i.e., in seven states];
  b) it must “observe, in particular in its programme and in its activities, the principles on which the European Union is founded, namely the principles of liberty, democracy, respect for human rights and fundamental freedoms, and the rule of law”; and
  c) it must “have participated in elections to the European Parliament, or have expressed the intention to do so”.

5) Funding of 10.6 million euros per year* is available and to be shared between all the recognised Europarties.  Some funding (1.6 million euros) goes equally to each recognised Europarty, but the remaining 9 million euros is divided up according to the number of MEPs each Europarty has.  It is therefore very valuable for a Europarty to have MEP members. At a rough calculation, each MEP member must be worth almost 15,000 euros p.a. to the Europarty. (* The number relates to 2008 and is probably much higher in 2011.)

6) Restrictions are imposed on what a Europarty can do with its funds. In particular funds can only be used for pan-European campaigns, not for “direct or indirect funding of national political parties or candidates”, and funds cannot be used “to finance referenda campaigns”. 

7) Additional funding of 5 million euros (again, the figure relates to 2008) for European “foundations” where “foundations” are think-tanks linked to each Europarty.

8) A Europarty based on the current EFD group (which has 32 members) would get funding of almost 600,000 euros p.a. plus funding of around 250,000 euros for an associated “foundation”. 

These notes make sense given what I have heard elsewhere about the funding of pan-European political parties, but raise further questions. In fact, the whole subject is puzzling.
On the face of it, the EFD group would pick up a little under one million euros a year if all its constituent parties – including the UK Independence Party – decided to form a Europarty. 
Frankly, this is chickenfeed relative to
i.         the larger issues raised by the UK’s membership of the European Union and
ii.       the sums of money routinely discussed in British political fund-raising.
I am astonished that anyone involved in the leadership of UKIP could want to convert the party into a Europarty for such a trivial amount.
True enough, the basis of allocation between the notional Europarties is such as to encourage “groups” to convert themselves into “Europarties”. The European Union imposes a limit on the total that can be spent on Europarties. In other words, the trough has only a finite amount of swill inside it. If one group in the European Parliament does not convert itself into a Europarty (such as the proposed “European Alliance”), the amount of swill available for the other groups (i.e., those which do convert themselves) is higher than would otherwise be the case. Hence, the two sentences in the Bonici e-mail, “The European Alliance will help parties dissiminate [sic – she meant ‘disseminate’] information by using European funds available to us, and if we don’t apply the other Parties/Alliances such as the PES, EPP, Greens etc… will have the money which is allocated to us to share between them. Basically it is like giving ammunition to your enemy for free.”
Nevertheless, it remains unclear to me what advantage UKIP would get from belonging to a Europarty such as the proposed “European Alliance”. The 600,000 euros (plus or minus 250,000 euros) could not be used for a specifically British political purpose in this country, but must instead be part of a pan-European political programme of some sort. Since the UK Independence Party is the only significant political force in the European Parliament committed to its nation’s withdrawal from the EU, how could such a pan-European political programme be to UKIP’s benefit?
Interestingly, Europarty money cannot be used for the purposes of promoting referendums. Indeed, this seems to be specifically identified as an unacceptable destination of Europarty money. 
There is an obvious – indeed hilarious – discrepancy between item 6 in Richard Teather’s notes above, and item 4, with its assertion that the EU “is founded” on “the principles of liberty, democracy, respect for human rights and fundamental freedoms, and the rule of law”. Democracy? Oh, yes, the EU is founded on the principle of democracy, until Europe’s peoples vote against further European integration. When any of Europe’s peoples vote that way, the EU and its related “political class” ignores their democratic verdicts. Remember how the EU’s politicians and bureaucrats overrode referendum results in Ireland, France, the Netherlands, etc.
Since any money arising from Europarty status cannot be used to promote UKIP in the UK, I cannot see any purpose in seeking Europarty status. My view is that UKIP should have nothing to do with Europarties.
