Councillor Philip Winter, 57, wrote to a friend on Facebook on Wednesday night saying: “The feeling most Service-minded folk have these days is one of betrayal of government regarding r*ghead problems.
“[They] are just waiting for the “balloon” to go up when they all start rioting and cutting our throats in our neighbourhoods.”
Cllr Winter recently joined Almondsbury Parish Council in South Gloucestershire and is one of their four UKIP members; he was also previously a Wings Officer for the city and county of Bristol RAF Association.
His racist comments have been described as severely unacceptable and offensive by those who saw it.
When asked to explain himself, Cllr Winter apparently suggested that many people shared his opinions which he believed had been taken out of context.
He also reportedly made it clear that he was not speaking on behalf of the council and that he did not intend for his ‘personal message’ to go public.
South Gloucestershire Council are apparently dealing with complaints regarding Cllr Winter.

Anyone can embrace the Muslim faith and that does not denote nationality. Therefore speaking against Muslims cannot be racist although, of course, it can be rude, demeaning and unacceptable depending on the language used. To refer to a group of people as ragheads is no more insulting than someone else calling UKIP supporters racists. These sorts of expressions do nothing to enhance political debate. Standards in those elected to represent us has certainly not enhanced our impression of some from all the main parties, but surely it reflects the times when we expect a high degree of good behaviour from an elected few whilst the rest of us continue to do and say what we are thinking without due regard for others in our midst.

That is what I was addressing and your pretence at being horrified is simply a weak response. Having read many of your comments I’m far more insulted by some of your statements than me picking you up on false descriptions. I realise that many people hate to be corrected but obviously I’ve touched a raw nerve. Your persistent hatred of UKIP tells everyone of your blinkered approach to politics generally when the most important issue at this time is the EU and whether or not we retain our membership. My advice must be to broaden your comments to matters of the greatest concern and lessen the attempted political assassination of minor local politicians and their less than helpful statements. By the way your repeating of those terms of abuse says more about you than it did about that councillor.

The dishonesty of Ukip is quite staggering in terms of vote rigging, profiteering and lies about people and events, to name but three areas.
To date Ukip has since its inception in 1993v achieved next best to nothing for our Country – it opposed Goldsmith making it harder for him to block membership of the €Uro, though he did achieve it. Ukip did absolutely nothing to oppose The Lisbon Treaty in Britain. Ukip did all it could to try to prevent Nikki Sinclaire from completing the petition to present to Parliament yet despite Ukip efforts she obtained almost 1/4Million signatures forcing a debate and vote in Parliament which led to Cameron’s largest defeat in Parliament at that date and the promise of an In/Out Referendum on the EU to be held in 2017.
Just what has Ukip done in its 22 years, beyond steal and squabble letting its supporters and the electorate down besides instances of embezzling, various proven cases of fraud and dishonesty, the enrichment of members of its leadership clique and I stand by my comment that your appologia in defence of overt racism in Ukip is dishonest and lacks integrity.
